Investigation and Remedial Design of Hazardous, Toxic, and Radioactive
Waste Projects for Various Militry and Non-Militry Locations within
the U.S. Army Corps of Engineers (USACE) New England District (NAE) and
the North Atlantic Division (NAD) Mission Areas (ME, MA, CT, RI, NH,
VT, PA, NY, NJ, DE, MD, VA, WV, and the District of Columbia, are
required for Indefinite Delivery Type Contracts for Miscellaneous Civil
and Military Hazardous, Toxic and Radiological Waste projects at
various locations. Two Indefinite Delivery Type Contracts willbe
awarded for a period of one year with four additional one-year options.
The cumulative amount of each contract cannot exceed $l5,000,000. A
minimum oblication of $300,000 is guaranteed on each contract. The
contracts will have no annual or individaul task order limit and will
contain clauses providing for Cost-Plus-Fixed-Fee (CPFF) and
Firm-Fixed-Price (FFP task orders. Methods of contracting individual
task orders will be decided as the need arises during the contract
period. Criteria used in allocating task orders among the contracts
include performance and aquality of deliverables under current
contracts, cutent capacity to accomplish the work in the required time,
uniquely specialized experience, equitable distribution of work among
the contracts, and other relevant factors. This announcement is open to
all businesses regardless of size. 2. PROJECT INFORMATION: Different
engineering assignments at various locations in the North Atlantic
Division (NAD). Services required may include preparation of various
Invesigation/Feasibility Studies, Risk Assessments, and Final Design
Documents with associated construction/remediation services requiring
licensed design professionals in the civil, mechanical, electrical,
environmental, stgructural, architectural, chemical, geological and
industrial hygenist disciplines as well as Licensed Environmental
Professionals (LSPs) in Massachustts and Licensed Environmental
Professionals (LEPs) in Connecticut. Consultants with specialized
experience in Investigations, Risk Assessments and Design Efforts
associated with Hazardous, Toxic and Radiological Waste Sites are
encouraged to respond to this announcement. SELECTION CRITERIA: General
Selection Criteria are given in Note 24 (as printed in all Monday
editions of the Commerce Business Daily). Specialized Selection
Criteria for this contract, in descending order of importance, are: a.
Contractors should demonstrate specialized experience and technical
competence in Preliminary Assessments, Site Inspections, Remedial
Investigation/Feasibility Studies, Risk Assessments, and Final Design
Documents with associated construction/remediation related to
Hazardous, Toxic, and Radiological Waste projects. b. The firm must
have on its staff, or provide through a consultant(s), personnel with
demonsgtrated expertise in the disciplines listed above: LSPs in
Massachusetts; and LEPs in Connecticut. The firm must also have on
staff, orprovide through a consultant(s), professional engineer
registration in all states identified above. The A-E must include their
intention to pursue any new license requirements that may affect doing
work in the above mentioned states. c. Contractors should demonstrate
knowledge of Federal, State and local environmental regulations within
the geographic areas described above. d. The firm must have the
capacity to accomplish the work in a timely manner. e. The firm must
possess a good record of past performance on contracts with respect to
cost control, quality of work, and compliance with performance
schedules. f. Firms must demonstrate previous experience in preparing
construction cost estimates with Micro Computer Aided Cost Estimating
System (MCACES) and Life Cycle Cost Analysis methodology. The firm
shall also demonstrate experience in the development of construction
contingencies based upon the knowledge of Risk Analysis and level of
design detail. g. Firms should have capability to provide all
deliverables in MicroStation CADD software, release 5 or higher,
electronic digital format. The Government will only accept this format,
without conversion or reformatting, in the target CADD software format
ond on teh target platform specified herein. The target platform is an
IBM-compatible PC running Windows 95 or 98, or Windows NT. All
specifications for Corops of Engineer (COE) contracts will be prepared
using COE Guide Specifications and SPECSINTACT. Guide Specifications
and SPECSINTACT software will be furnished free of change. Interviews
will be conducted with firms on teh short list. The selected firm(s)
will be required to submit a study/sesign quality control plan and will
be expected to adhere to it during the course of this contract. All
interested A-Es are reminded that in accordance with the provisions of
PL 95-507, if they are a large business they will be required to
submit a Small, Small Disadvantaged, and Women-Owned Small Business
Subcontracting Plan, wherein they will be expected to place
subcontracts with small, small disadvantagedand women-owned small
businesses to the maximum practricable extent consistent with the
efrficient performance of the contract. As a minimum, 50% of total
subcontracting dollars are to be awarded to small business concerns;
10% to small disadvantaged business concerns, to include Historically
Black Colleges & Universities or Minority Institutions (HBCU/MI); and
5% to woman-owned small business concersn. 4. SUBMISSION REQUIREMENTS:
See Note 24 for general submission requirements. Interested firms
having the capabilities to perform this work must submit five copies of
SF 255 (11/92 edition), and five copies of Sf 254 (11/92 edition) to
the above address not later than the close of business on teh 30th day
after the date of this announcement. The information required in
Section 9, except 9.d, should be supplemented in Section 10 by listing
all contract completed in the last (12) months. Five copies of SF 254
are also required for each proposed consultant (it should be noted
that SF255s are not required for proposed consultants). If the 30th day
is a Saturday, Sunday, or Federal holiday, the deadline is the close of
business of the next business day. Include ACASS number in Section 3 of
the SF255. Call the ACASS Center at 503-808-459l to obtain a number. In
Section l0 of the SF 255 describe the firm's overall design quality
management plan, including management approach, coordination of
disciplines and subcontractors, and quality control procedures which
