The U.S. Department of Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to issue a Request for Proposal (RFP) employing FAR Part 12 commercial item acquisition procedures. This solicitation is unrestricted, i.e., both large and small businesses may compete. This effort is for an indefinite-delivery indefinite-quantity firm-fixed-price contract, valued at approximately $135M (if all options are exercised), to procure 64-Kbps leased high speed data (HSD) satellite channels for INMARSAT Standard B terminals with options for associated terrestrial connectivity to Navy Points of Presence. The service shall be global, for ship-to-ship, ship-to-shore and shore-to-ship communications, and shall be available 24 hours a day, 7 days a week. The service, Leased Channel Mode (LCM), will be used for voice, video and data communications. The capability to provide emergency dial-up service will also be required. A not-to-exceed quantity of approximately 75 64 Kbps leased channels per month will berequired to support U.S. Navy ships. The minimum quantity will be specified in the RFP. Options will be included to require the contractor to provide terrestrial connectivity from the contractor's Land Earth Station(s) (LESs) to selected Government Points of Presence. The contractor's LESs shall be INMARSAT-type approved LESs. Space/terrestrial connectivity will be required for up to five years (one base year plus four one-year options). SPAWAR reserves the right to award this contract without discussions. The Standard Industrial Classification (SIC) Code for this procurement is 4899. The small business size standard for SIC Code 4899 is a business, including its affiliates, averaging no more than $11 million dollars in annual receipts. Annual receipts of a concern which has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52.
