Deptartment of Commerce intends to contract for the repair and
maintenance of Radomes for WSR-88D radars located throughout the United
States as well as at other sites worldwide. The sites are often in
remote locations. A requirements-type contract for a base year and two
option years is anticipated. Services will involve radome installation
and repair services, provision of radome supplies, materials and
qualified spare parts, engineering and evaluation services, radome
engineering design, and data and engineering change proposals. Services
will be provided on an as-needed basis following issuance of task
orders. This service is being sought in support of the National Weather
Service NEXRAD Operational Support Facility in Norman, Oklahoma. The
radomes, which shelter weather radar systems, were originally supplied
by Electronic Space Systems Corp. (ESSCO) of Concord, Massachusetts.
The Government intends to contract with ESSCO to provide the services
identified. ESSCO owns the specific technical data required to ensure
proper repair of the Radomes. The Government believes that ESSCO is the
only qualified source to provide the range of services and components
which would be required to maintain the systems consistent with the
original design and performance requirements for the radomes. The
Government knows of no other qualified source. The intended procurement
is for services under the authority of 41 USC 253(c)(1). Any source
able to provide the required services is encouraged to respond to this
announcement. Interested firms should submit, in writing, their name,
address, point of contact, telephone number, business size, and a
brief statement regarding their capabilities and qualifications for
providing the required services. Also, the name, telephone number, and
point of contact for at least one business or other Government agency
to which it has previously provided similar qualifying services should
be submitted. This information should be submitted to the addresses
stated herein or may be faxed to telephone number 303.497.3163, to the
attention of Doug Hargrove. This is not a request for proposals and
there is no solicitation available at this time. This acquisition is
being conducted pursuant to the guidelines set forth in FAR part 15. A
determination by the Government not to open the requirement to
competition will be based upon responses to this notice and is solely
within the discretion of the Government. If no qualifying responses are
received, the Government intends to contract with ESSCO for the
required services. The anticipated award date shall be no less then 45
calendar days after the publication date for this announcement. The
Standard Industrial Classification Code is 3812. The small business
size standard is 750 employees. This is not a small business set-aside.
