responsible sources and obtain information in regard to privatization
of utility systems in accordance with 10 USC 2688, "Utility Systems:
Conveyance Authority." Naval Shipyard Portsmouth in Kittery, Maine is
seeking interest and information specifically for the privatization of
the water and wastewater utility systems. The resulting privatization
will include assumption of ownership, operation, and maintenance, and
obligation to continue the service for an indefinite and ongoing
period. Should privatization result, the ownership of the entire
utility plant and/or distribution system, including all operating
responsibility shall transfer to a regional or municipal utility or to
a private company. All responsibility for maintaining reliable
service, including such items as environmental compliance, maintenance
costs, major system renovations, construction, equipment, manpower,
and overhead costs shall become the utility provider's responsibility.
It is intended that privatization will reduce the Navy's life cycle
costs. The following is provided only to give an approximation of the
size and general description of the system. Any numbers may only be
estimates for this purpose. Potable Water System Potable water is
purchased from the town of Kittery, Maine (Kittery Water District) via
two 12-inch connections, both connections are metered. Consumption for
fiscal year 1998 averaged approximately 1.4 mgd. The Navy's
distribution system consists of a booster pump station, approximately
73,000 feet of pipe up to 16-inches in diameter, one 1,000,000 gallon
elevated storage tank and two fire pump stations. The majority of the
system is a combined potable and fire protection system. Additionally,
there are 200 Navy owned housing units located approximately -mile off
base that receives water service from the Kittery Water District.
Wastewater System Wastewater is discharged to the town of Kittery,
Maine (Kittery Sewer District) for treatment and disposal via one
12-inch force main, which is metered. Wastewater flow averaged
approximately 575,000 gpd during fiscal year 1998.The Navy's collection
system consists of approximately 50,000 feet of pipe and three lift
stations. Additionally, there are 200 Navy owned housing units located
approximately -mile off base that receives wastewater service from the
Kittery Sewer District. This request for information is a required
component of a complete and systematic process to evaluate interested
parties under the Department of the Navy's utilities privatization
program. In order to minimize costs both to potentially interested
parties and the government, this notice is being issued to determine
the interest and feasibility of proceeding with a formal request for
proposals. Should insufficient credible interest be identified for a
privatization action, it is highly likely that no formal solicitation
will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL
REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Interested parties should
provide a statement of interest on company letterhead (not to exceed 20
pages in length, printed on one side only, and double-spaced) on
03/19/99. The statement shall include as a minimum the following
criteria: (1) capability and experience in the ownership operation and
maintenance of similar systems; (2) financial capacity to purchase,
expand, and operate a utility system; (3) a statement showing its
understanding of an obligation to provide continuous utility service;
(4) understanding of any applicable state or local utility law or
franchise requirements, and capability of complying with such
requirements; (5) understanding of the federal, state, and local
environmental laws and regulations and its familiarity and experience
with environmental compliance procedures and regulations for the state
of Maine and US Environmental Protection Agency, Region 1. The
Government does not intend to issue a conveyance document on the basis
of this announcement or otherwise pay for the information solicited.
It should be noted thatindividual RFIs for different utility systems
may be issued in the same time frame. A separate response to each RFI
is required. An optional, one-day site visit will be held on 03/02/99
at 1000am, interested parties should report to building #237. The point
of contact concerning the site visit is Mr. Jack Clines, (207)
438-1788. It is required that interested parties RSVP with Mr. Clines
one week prior to the site visit and limit the number of persons
