Dallas, PA 18612 The Sisters of Mercy of the Americas are seeking to
prequalify a U.S. based specialty foundation improvement contractor to
install a drilled in mini-pile system to underpin an existing
three-story hospital building of reinforced concrete construction at
the St. Joseph Mercy Hospital complex in Georgetown, Guyana. Mini-pile
foundation underpinning elements will be installed to depths of 50 to
90 feet below the existing ground floor level. The ground floor
level(footprint area of about 6,200 sq.ft.) in the three-story hospital
building is used for food storage, food preparation, staff cafeteria,
and kitchen operations. The two floors above ground floor level are
used for patient care. Hospital operations in this building must be
maintained throughout the project, since they are integral with and
support the operations of other units in the hospital complex. Locating
existing underfloor utilities, maintaining existing utilities, and
constructing alternate plumbing systems will be integral with the
required construction operations. The scope of work may also include
temporary removal and reinstalling freezers, food storage units,
kitchen equipment, and staff facilities. This solicitation is for Phase
One of a two-phase submittal process. Interested firms must request,
complete, and submit a "pre-qualification questionnaire" for Phase One.
Phase One "pre-qualifying questionnaires" will be evaluated to
determine the offerors' experience, proposed staffing, approach to the
work, and ability to complete the required work in an expeditious
manner. Following evaluation of Phase One submittals, pre- qualified
firms will be invited to submit Phase Two technical and cost proposals.
Pre-qualified firms must attend a mandatory one day pre-proposal
meeting at their own expense at the site in Georgetown, Guyana, South
America. Phase One submittals must include documentation that the
proposer meets the definition of a "United States person" of P.L.
99-399, Section 402 thereof, and: (1) Has been legally organized in the
United States for more than 5 years prior to the issuance of this
request for proposal; (2) Has its principal place of business in the
United States of America; (3) Has performed, and successfully completed
in the United States of America, administrative and construction
services similar in complexity, type of construction, and value of the
proposed project; (4) Employs U.S. citizens in at least 80 percent of
principal management positions in the U.S.; employs U.S. citizens in
more than 50% of its permanent, full-time positions in the U.S.; and
will employ U.S. citizens in at least 80% of the supervisory positions
on the project site; (5) Has existing technical and financial
resources in the U.S. to perform the contract;(6) Has a) acceptable
South American regional experience, b) operated in a developing
country, and c) dealt with customs authorities in developing countries.
No more than 25 percent of the total value of the contract can be
subcontracted for this project. The Phase Two submittal will consist of
a technical and cost proposal. Evaluation factors for these submissions
will include: experience of key staff who will be committed to the
project, approach to managing the day to day project operations to
minimize disruptions to the facility, managing the flow of equipment
and materials to the site, equipment required to complete the project,
and project cost. Full-time field managers and supervisors will be
assigned for the duration of this project and cannot be replaced
without prior written approval. Contractors will also be required to
identify the extent Guyanese business concerns will be utilized in the
performance of the work. The Owner will select the most advantageous
approach proposed for the project. If interested, send a written
