Parsons, Contract Specialist, 304-529-5006 Work consists essentially of construction of manholes, sanitary sewers, storm sewers, pavement replacement and a reinforced concrete building with brick facing for a 30,600 GPM sanitary lift station complete with mechanical pumping components. The estimated cost range of this project is $1,000,000 and $5,000,000. The Government expects to technically evaluate and negotiate with those offers in a competitive range. Evaluation factors will include cost/price and technical factors. Technical factors, when combined, will be weighted approximately equal to cost/price. Technical factors listed in descending order of importance are 1) planned technical execution of key work elements including proposed equipment and manpower; 2) relevant past performance; and 3) project management including quality control methods, key personnel and schedule control. Award will be made as a whole to the offeror whose proposal conforms to the solicitation and is most advantageous to the Government considering both techncial andprice.
