resubmission of a previously released synopsis under SOL 50034-98
posted July 27, 1998. The Naval Air Systems Command intends to award
cost type orders under Basic Ordering Agreement (BOA) N00019-95-G-0115
to Raytheon Systems Company. The anticipated value of the orders, to
be funded with FY99 funds is $2.5 million. These orders will be for
supplies and services necessary to study, design, modify, maintain, and
support the Signature Managed Air Traffic Control and Landing System
(SMATCALS) test bed as one of the activities supporting risk mitigation
of shipboard architectures for the Joint Precision Approach and Landing
System (JPALS) program and future Air Traffic Control (ATC)
improvements. Raytheon is the sole source designer and developer of the
SMATCALS test bed which contains the elements necessary for the
Government to study, demonstrate and test shipboard air traffic control
and precision approach and landing concepts. These orders will include
architecture, system design and integration studies, including
software and hardware prototyping, including upgrading interfaces to
Government test and evaluation equipment, and test bed integration. As
the developer of the SMATCALS, Raytheon is the only company that can
modify, maintain, and support the SMATCALS test bed to meet Government
requirements pursuant to 10 USC 2304 (c) (1), sole source. See note
