Leona M. Brown (202)283-1455 The Internal Revenue Service (IRS) has a
requirement for Acrobat Exchange 3.0.1 Win95/NT software and
maintenance. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in the Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation for this requirement; proposals are being requested
and a written solicitation will not be issued. This solicitation is
issued as a Request for Proposals (RFP) and the solicitation number is
TIRNO-99-R-00015. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-08. The IRS has a requirement for a license for 13,000
users for Acrobat Exchange 3.0.1 Win95/NT, GLP Level B. There is also
a requirement for 13,000 Exchange Maintenance Plans, GLP Level B. This
program option entitles the Government to all updates, upgrades and
bug fixes for a one year period. The 13,000 licenses will be divided
into various quantities and set up at 26 different locations
nationwide. The IRS requires 26 copies of the Acrobat Exchange Media to
ensure that each site has copy. Additional media will be duplicated by
the IRS up to the number of licenses owned. The Contract Line Item
Numbers (CLINs) for this solicitation are as follows: CLIN 0001 --
Acrobat Exchange 3.0.1 Win95/NT GLP Level B, QUANTITY-13000; CLIN 0002
-- Exchange Maintenance Plan GLP Level B, QUANTITY-13000. Delivery
terms are FOB Destination. PROPOSAL PREPARATION: Offerors shall prepare
proposals in accordance with FAR provision 52.212-01, Instructions to
Offerors-Commercial and shall include the following information with
the technical portion: (1) YEAR 2000 Compliant Certification for
software; and (2) Two "PAST PERFORMANCE" references. Each proposal
should contain a completed copy of the provision 52.212-03, Offeror
Representations and Certifications -- Commercial. EVALUATION: Offers
will be evaluated in accordance with FAR Provision 52.212-2 with the
following significant evaluation factors: (i)technical capability (the
ability of the item offered to meet the Government's requirement);
(ii) price; and (iii) past performance. Technical proposals and past
performance will be evaluated on a "Pass/Fail" basis. Past performance
references which are reported as unsatisfactory or poor will be rated
as "fail". Past performance reported as fair, good or excellent will
be rated as "pass". The contractor will be required to comply with FAR
clause no. 52.212-04, Contract Terms and Conditions -- Commercial
Items, in its entirety. Under FAR clause 52.212-05, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, the contractor shall comply under paragraph (b) with
the following FAR Clauses: 52.203-06, 52.222-26, 52.222-35, 52.222-36,
52.222-37, and 52.225-09. Proposals shall be submitted by 10:00 a.m.,
