source purchase order to Information Systems Laboratories, Inc. (ISL)
to perform system and concept analysis by assessing the feasibility of
advanced sensor concepts like free flying interferometric sensor
arrays to significantly enhance the ability to track, ID, and kill
moving targets. Each concept examined will be compared with netted
monostatic sensors to determine if the concept offers a significant
performance improvement. ISL will use and adapt previous designs it
originated for precise array calibration, unique antenna
configurations, and space-time adaptive processing as building blocks
for this effort. The analysis will require use of the SCATS, a
validated bistatic propagation and scattering model developed at ISL to
evaluate the performance of alternative concepts. ISL's unique designs
and capabilities make it the ideal candidate to perform this effort
within a reasonable cost and schedule. This notice of intent is not a
request for competitive proposals. Contractors capable of offering
their service must respond within 15 days of the date of this notice by
submitting specific technical capability to provide this service. All
responses received within 15 days after publication of this synopsis
will be considered by the government solely for the purpose of
determining whether to conduct a competitive procurement. SEE Note 22.
