WheelerMJ@ncsc.navy.mil. The Naval Surface Warfare Center, Dahlgren
Division, Coastal Systems Station, Panama City, Florida, intends to
award a sole-source contract to Technalytics Incorporated, Canoga Park,
CA for Phase II of the development of an Aided Inertial Navigation
Capability for the Collection Delivery Vehicle (CDV). Phase I, was
completed during FY-98 under Coastal Systems Station Purchase Order
N61331-98-M-1852 with Technalytics Inc. with a substantial investment
in time and funding. Changing to a different contractor for Phase II,
would require re-expenditure of an estimated 50% of resources already
invested and set back the development schedule by at least 12 months.
The specific objectives of this task are to design, develop, document,
integrate and test the algorithms required to integrate aiding sensors
with the CDV free inertial system through a Kalman filter and feedback
error control. Only Technalytics Incorporated has the unique knowledge
base and the experienced personnel necessary to successfully conductthe
work in a timely and cost effective manner based on their prior
performance in completion of Phase I, under Purchase Order
