Service and the Navajo Nation intend to award a Concession Contract and
Business Site Lease, with a term up to 20 years, for the development
and operation of the Antelope Point Resort and Marina Complex. On
February 17, 1995, the National Park Service and the Navajo Nation
issued a Request for Qualifications for this development. That
solicitation is hereby cancelled effective: January 4, 1999.
Significant modifications were made to the requirements making it
necessary to re-advertise the solicitation based on these
modifications. The marina complex operations will consist of lodging,
food, beverage, merchandise, cultural center, campground, tour boat
operation, and marina related services. The National Park Service and
Navajo Nation are seeking qualified applicants who command the
necessary experience, development, operating and capital resources
sufficient to establish themselves in this business venture. The
National Park Service and Navajo Nation share a lengthy boundary along
thesouth shore of Lake Powell and the San Juan River. A 1970
Memorandum of Agreement between the National Park Service, Navajo
Nation, Bureau of Reclamation, and Bureau of Indian Affairs identified
this area's potential, and the Navajo Nation's desire, for commercial
development contiguous to Lake Powell for recreational use. In
conjunction with this, a supplemental agreement was signed in 1994 by
Secretary of Interior Bruce Babbitt to implement the Development
Concept Plan for the Antelope Point Marina Project, located
approximately 7 miles northeast of Page, Arizona, within the Navajo
Nation and along the shorelines of Lake Powell. Currently there is no
commercial operation located at the Antelope Point Project area. The
Antelope Point Marina will augment the existing commercial facilities
located on Lake Powell currently consisting of major marina
developments at Bullfrog, Wahweap, Halls Crossing, and Hite. The
National Park Service is currently constructing a public launch ramp at
the Antelope Point Marina Project area. This construction also includes
courtesy docks, gravel parking areas, vault toilets and a paved access
road into the project area. These facilities are expected to be
completed and opened to the public for the summer of 1999. The Navajo
Nation has drilled two production water wells that have indicated
adequate volume and quality to serve the planned development and
operation. Additionally, the Navajo Nation is currently working with
the Navajo Tribal Utility Authority and will provide electrical service
to a distribution point within the project site sufficient to serve the
planned facilities and operations. The Navajo Nation will construct and
operate a fee collection station for Antelope Point in 1999, charging
entrance and boating use fees. This Request for Qualifications (Phase
I) will be used to create a list of qualified applicants for Phase II,
which will be a Prospectus (Request for Proposals). Public Law
105-391, passed November 13, 1998, amended the manner in which the
National Park Service is required to solicit for proposals for
concession contracts. Submission of a Letter of Application is required
for Phase I. The National Park Service is in the process of developing
new concession contracting regulations under the authority of Public
Law 105-391. Although the entire Antelope Point Prospectus (both
phases) may be issued in advance of National Park Service regulations,
the National Park Service and Navajo Nation will comply with all
applicable requirements of Public Law 105-391. The Secretary will
consider and evaluate all offers/Application Letters received as a
result of this notice. All application letters must be received by the
National Park Service; Concessions Management Program; Intermountain
