Wiley-Bess, 202-745-8420 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR, Subpart
12.6 as supplemented with additional information included in this
notice. This notice constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation number RFQ
688-059-0451. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular number
97-9. The SIC code for this solicitation is 1711. The small business
size standard is $7.0 million. Contractor to provide: all labor,
equipment, and materials to perform the following scope of work to
Chiller #1 and #2 in main hospital. (A) Remove approximately 6400 lbs
of oil laden R-11 refrigerant from Chiller #1, this R-11 refrigerant
will be reclaimed and reintroduced to the chiller to remove additional
residual oil to acceptable operating levels. Once completed, the R-11
will becharged into the chiller. Refrigerant removal will include: (1)
All necessary cylinder and transportation to perform the refrigerant
side mineral oil reduction process. (2) All work to be performed in
compliance with EPA regulations with respect to Section 608 of the
Clean Air Act. (3) Certified, supervised personnel. (4) Necessary
laboratory analysis of the refrigerant side service to establish level
of completion. (5) All refrigerant used to perform the refrigerant
side service will be weighted to established total use. (6) All R-11
refrigerant used will be properly evacuated and reclaimed to
specifications (7) System will be re-charged with reclaimed (from
machine being serviced) R-11 upon completion (additional R-11 if needed
will be supplied by the V.A. (8) Provide continuous online monitoring
for oil and perform visual test for particulate matter during flush
procedure. (9) Complete leak test of machine and repair any leaks. (B)
Change oil and oil filters in both chillers and disposal of used oil
and filters. (C) Check all operating electrical controls on chiller and
make necessary repairs, calibrate and complete check out on start up of
machine. Acceptance time will be 60 days from bid opening date. The

of award or acceptance of offer, mailed or otherwise furnished to the
successful bidder within the time for acceptance specified in the offer
shall result in a binding contract without further actions by either
party. Bidders responding to this announcement shall submit a price for
this service along with the information required in 52.212-1 and a
completed copy of provision 52.212-3 to VA Medical Center (688/90C),
Room 1B-112, 50 Irving Street, NW, Washington, DC 20422 by February 8,
1999 at 4:30pm Local Time. All work to be completed no later than
