THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB960042 IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS FOUND AT FAR 13.5. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-09. The SIC code applicable to this acquisition is 7372 and the related small business size standard is $18 million, however this requirement is unrestricted. The National Institute of Standards and Technology's (NIST's) Advanced Network Technologies Division has a requirement for an Alta Signal Processing WorkSystem (SPW) Software Package from Cadence Design, Inc. This is a BRAND NAME OR EQUAL REQUIREMENT. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agencies requirement. The software package will be used to develop complete software implementations of Wideband Code Division Multiple Access (W-CDMA) and Code Division Multiple Access (CDMA) 2000 systems. The software will be used to evaluate the performance of future generation cellular phones for transmission of various types of data (voice, image, video, and web pages) over various communication channel conditions. Also, NIST will use the software package to develop coding, modulation, and equalization techniques for a wireless system called Local Multipoint Distribution Service (LMDS). The Contract Line Items, quantity and units of measure are as follows: CLIN 0001, Alta Signal Processing WorkSystem, 2 each; CLIN 0002, Floating Point Communication Library, 2 each; CLIN 0003, Radar and Radio Frequency (RF) Library, 1 each; CLIN 0004, Code Generation System (CGS), 1 each; CLIN 0005, Filter Design System, 1 each; CLIN 0006, Interactive Simulation Library, 2 each; CLIN 0007, CDMA Tool Kit, 2 each; CLIN 0008, PCS/CDMA Verification Environment, 2 each; CLIN 0009, EnVision Multimedia Design System, 2 each; CLIN 00010, SPW Training, 1 class(approximately 6 people, 7 days in length); CLIN 0011, maintenance contract for base period of 12 months which shall cover CLIN 0001 though CLIN 0009, 1 year; CLIN 00012, renewal of maintenance contract for option period I for 12 months after expiration of the base period which shall cover CLIN 0001 though CLIN 0009, 1 year; CLIN 0013, renewal of maintenance contract for option period II for 12 months after expiration of option period I which shall cover CLIN 0001 though CLIN 0009, 1 year; CLIN 0014, renewal of maintenance contract for option period III for 12 months after expiration of option period II which shall cover CLIN 0001 though CLIN 0009, 1 year; CLIN 0015, renewal of maintenance contract for option period IV for 12 months after expiration of option period III which shall cover CLIN 0001 though CLIN 0009, 1 year. For exercising the options, the Government may extend the term of the contract by written notice to the Contractor within 30 days before the expiration of the contract. The Government will evaluate the options for price reasonableness. The Government may determine the offer is unacceptable if the option prices are significantly unbalanced. Evaluation of the options shall not obligate the Government to exercise the options. The product shall have the following specifications: 1) routine linear algebraic operations, such as matrix operations and inverses, solving linear systems of equations, LU decomposition and backsubstitution, 2) routine signal processing operations such as filtering, Fourier transforms, DCT, and circular convolution, 3) analog to digital and digital to analog converters; upsampling, downsampling, and resampling techniques; sigma-delta modulation, 4) signal compression schemes such as delta modulation, DPCM, and ADPCM, 5) FIR and IIR digital filter design, 6) adaptive LMS and RLS filtering, 7) lowpass equivalent of bandpass signals and systems, 8) channel models for AWGN channel, band-limited channels, multipath fading channels, nonlinear millimeter-wave channels, 9) LMS, RLS, and decision feedback equalizers, 10) modulator and digital modulator blocks for commonly used digital communication schemes such as PSK, FSK, ASK, QAM, MSK, GMSK, CPM, TCM, and popular modem standards, 11) analog communication systems such as AM, DSB, SSB, VSB, and FM; phase locked loops, 12) channel encoding and decoding blocks for CRC, BCH, RS, and convolutional coding methods; Viterbi algorithm, 13) importance sampling and bit error rate measurements, 14) radio frequency capabilities; amplifiers, Doppler shifts, phase detectors, phase shifters, zero crossings, mixers, couplers, oscillators, noise generators, timing jitter, and ambiguity plots, 15) code division multiple access (CDMA) capabilities; sequence acquisition and tracking systems, modulator/spreader and demodulator/despreader blocks, Hadamard transform, sequence generator blocks, diversity combining, CDMA rake receivers, and bit and frame error rates, 16) GSM, IS-95, IS-136 and PCS digital cellular standards; implementation of various uplink and downlink channels, such as voice, data, control channels, and speech codes used in these standards, 17) third generation wireless and wide-band CDMA systems; implementation of FMA1 and FMA2 modes in the UTRA system in both uplink and downlink directions, 18) cell search algorithms, frame synchronization, rake receivers,OVSF, short and long codes, interference cancellation, various forms of spreading and despreading, power control, and delay estimation, 19) transmission of MPEG/H.263 video over noisy communication channels such as wireless channels. Offers shall include the manufacturer or brand name of the product, manufacturer sales literature or other product information, and a statement of compatibility, which clearly documents that the offered products meet or exceed the above specifications and meet the needs of the Government in essentially the same manner as the brand name. The vendor shall deliver line items 0001 through 0009 FOB Destination, no later than 7 days after contract award at NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. If vendor cannot deliver within the 7 day requirement, the vendor shall issue NIST temporary license agreements in the interim. The vendor shall deliver line item 0010 within 30 days after the delivery of line items 0001 through 0009. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to theGovernment, price and other factors considered. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government will evaluate information based on the following criteria listed in descending order of importance with the TECHNICAL FACTORS being significantly more important than price. 1) Technical capability to meet the agency need; and 2) Past Performance. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (1) 52.203-6, (3) 52.219-8, (9) 52.222-26, (10) 52.222-35, (11) 52.222-36, (12) 52.222-37, (18)(i) 52.225-21, and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.htm. Other clauses that apply to this acquisition are 52.217-8, Option to Extend Services, 52.217-9, Option to Extend the Term of the Contract, and 52.227-19, Commercial Computer Software-Restricted Rights. Year 2000 Warranty-Commercial Supply Item applies to this acquisition. The Contractor warrants that each hardware, software and firmware product delivered under this contract and listed below shall be able to accurately process date data (including, but not limited to, calculating, comparing and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g. hardware, software, firmware) used in combination with such listed products properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contrary in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose non-compliance is discovered and made known to the contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance.
