This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Deschutes National Forest intends to award a firm fixed price indefinite quantity contract for the manufacture and delivery of Anchor devices. Product Type: Wire Staples; Function: Anchor vegetation mulch mats to contact with the ground. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is identified as R6-1-99-106, a Request for Quotations (RFQ). This is a 100 percent set-aside for small business firms for Standard Industrial Classification (SIC) Code 3496; the small business size standard is 500 employees. The contents of this notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. Forest Service PREFERRED Standards are as follows: Wire Staples to be 12 gauge brite basic wire; legs to be six (6) inches long with shard cut ends; bridge width to be one (1) inch. All staples must be capable of satisfying intended function; all staples must retain value of initial treatment in order to maintain functionability without need for subsequent treatment or replacement, and must be compatible with standard reforestation practices. Staples must be classified as non-hazardous and must be environmentally safe for all natural resources. Packaging to be 1,000 Wire Staples per box; 64 boxes per pallet; pallets to be shrink wrapped. Line Item No. 1, Wire Staples are use in installation of vegetation mulch mats; Minimum 2,816 boxes of 1,000 staples each; Maximum 4,672 boxes of 1,000 staples each, delivered FOB Destination: Deschutes National Forest, Bend Pine Nursery, 63095 Deschutes Market Road, Bend OR 97701. Delivery shall be in minimum shipments of 1,408 boxes of 1,000 each during the period of March 1 through April 15, 1999. Supplemental evaluation factors: past performance of the firm; suitability of the product offered, to be determined by comparable in-use conditions; and price. No factor is deemed more important than another. The Government will consider all factors and evaluate on the basis of overall best value. By way of this notice price quotes are hereby being requested. Offerors must submit their quote in accordance with all requirements of this notice including those requirements included by reference. Offeror's quote must include descriptive literature which clearly identifies the product being offered; in addition, a representative product sample must also be submitted with the quote. Offerors must submit a completed copy of the provisions at 52.213-3 Offeror Representations and Certifications -- Commercial Item. Offeror must include a narrative on company letterhead stationery which speaks to the supplemental evaluation factors.
