synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 and 13.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). I.Purpose:
This specification provides the requirements for the procurement,
manufacture, performance, reliability, inspection and acceptance of
one(1) Heated Vacuum Debulking and Curing Table II.Intended Use: The
Heated Vacuum Debulking and Curing Table described herein is intended
for use within the Aeronautics and Space Flight Hardware Development
Division (FM), NASA Ames Research Center, Moffett Federal Airfield, CA
(NASA-Ames) by the Advanced Composites and Metals Development Branch
(FMD). III. Functional Requirements: All upgrades and enhancements
shall be modular and field installable. IV.General Machine
Requirements: A.Construction shall include the following: 1.The Heated
Vacuum Debulking and Curing Table shall have the following minimums.
Work Space Dimensions (inside dimensions), Width -- forty-eight (48)
inches, Depth -- forty-eight (48) inches, Height -- thirty-four (34)
inches. 2.The Heated Vacuum Debulking and Curing Tables shall be
constructed of steel per current manufacturing standards and have
welded steel tube frame with locking castors. 3.The Heated Vacuum
Debulking and Curing Tables panels shall have one zone configuration
with a high tear strength and reversion resistant silicone rubber
reusable vacuum bag assembly. 4.The Heated Vacuum Debulking and Curing
Tables shall have a manual controllers for table temperature and high
limit protection. 5.The Heated Vacuum Debulking and Curing Tables
shall have an over temperature alarm. 6.The Heated Vacuum Debulking and
Curing Tables shall have a bench top heat tables. 7.The Heated Vacuum
Debulking and Curing Tables shallhave a continuous operating maximum
temperature of four hundred fifty (4500F) degrees Fahrenheit.
B.Controller shall include the following function controls: 1.The
Heated Vacuum Debulking and Curing Tables shall consist of programmable
controls. 2.The controller shall have an electric vacuum pump. 3.The
controller shall have an eductor vacuum pump. 4.The controller shall
have a scanner and printer record T/C's and vacuum. 5.The controller
shall have a strip chart. V Applicable Specifications, Codes, and
Standards: A.The latest revisions of the following specifications,
codes, and standards are included as a portion of this specification
.Detailed requirements listed in this specification shall override any
contradictory portion of the following specifications, codes, and
standards. 1.The Heated Vacuum Debulking and Curing Table shall be
designed and constructed to the ASME Boiler and Pressure Vessel
Code.Associated piping shall be designed and constructed to ASME B31
Code.The Heated Vacuum Debulking and Curing Table shall be code stamped
in accordance with the ASME Boiler and Pressure Vessel Code (Certified
as such, with documentation). 2.The system shall meet or exceed all
applicable OSHA (Occupational Safety & Health Administration), ASME
(American Society of Mechanical Engineers), and ANSI (American National
Standards Institute) standards related to this type of equipment.
3.Equipment shall meet or exceed all applicable NEC (National
Electrical Code, 1984), NEMA (National Engineers Manufacturing
Association), and NFPA (National Fire Protection Association,
specifically the Electrical Standards for Metal Working Machines --
1979-1980) standards for electrical controls, devices, and
construction. 4.The Joint Industrial Council (JIC) Electronic Standards
for Mass Production Equipment and General Purpose Machine Tools
EL-l-71. 5.National Aerospace Standard (NAS) 972, Glossary of
Manufacturing Equipment Terms. VI.Safety Features: A.All locations for
operation, set-up, and maintenance shall be reasonably accessible.
B.All mechanical drives (gears, belts, shafts, etc.) shall be guarded
per OSHA standards.All potential pinch points shall be guarded and
color coded. VII.Paint/Finish: A.The exterior surfaces of the machine
shall be painted.Moving parts and pinch points shall be painted in
accordance to OSHA color code. VIII.Utility Requirements: The
Government will provide all utilities to within approximately ten (10)
feet of the system's installation. A.At least 30 calendar days before
shipment of the Heated Vacuum Debulking and Curing Table, the
Contractor shall notify the Contracting Officer in writing as to the
electrical, water, and compressed air requirements needed to operate
the Heated Vacuum Debulking and Curing Table. B.At least 30 calendar
days before shipment of the Heated Vacuum Debulking and Curing Table,
the Contractor shall furnish to the Contracting Officer a schematic
showing the location of where the utilities described above shall
connect to the Heated Vacuum Debulking and Curing Table being supplied
in order to assist the Government in expediting the site preparation.
IX. Documentation (3 copies of each): A.Operating manual.
B.Maintenance manual. C.Assembly/sub-assembly mechanical drawings.
D.Electrical schematics. E. Recommended parts list. F. Spare parts
current price list and lead time. X.Start Up and Training: Within two
(2) weeks of delivery to the Government, and at a time mutually agreed
upon between the Contractor and the Government, the Contractor shall
perform the following: A.Provide the necessary hardware and make the
final connections to the utility points described in Item VIII, Utility
Requirements. B.Set up, inspect, and adjust the machine. C.Demonstrate
that the machine performs all of the functions it was designed for,
and meets all specifications of this contract. D.Provide up to three
(3) days of operator and maintenance training to Government personnel
at NASA Ames Research Center.The training shall cover: 1.General
operation. 2.General maintenance. 3.Trouble-shooting. XI. Warranty and
Field Service and Parts Availability: A.Warranty: 1.The manufacturer
shall warrant all products supplied in compliance with this
specification to be free from defects in materials and workmanship.This
compliance shall be for a minimum period of twelve (12) months from the
day of equipment final acceptance.The Government will notify the
manufacturer in writing of the acceptance date within five (5) working
days. 2.The Electric Motors (excluding brushes on electric servo
motors) components shall be warranted for a period of twelve (12)
months after final acceptance. 3.The manufacturer shall repair or
replace all items found defective at no charge to the Government in
accordance with the provisions of this warranty.Warranty coverage
includes all parts, materials, and service labor. 4.Any mechanism that
fails to perform within its rated functional and environmental
limitation shall be corrected at no charge to the Government.
5.Government release or approval of technical data submitted by the
manufacturer shall not release the manufacture from full compliance
with the provisions of the warranty. 6.The Government may return
defective items to the manufacturer at manufacturer's expense for
repair or replacement provided. 7.The manufacturer's inspection
confirms item is defective. 8.The Government notifies the manufacturer
of defect and confirms that the item has been properly installed,
maintained, and operated in accordance with rated limits and the
manufacturer's instructions. 9.Repaired or replacement items shall be
returned to the Government prepaid. 10.Pending resolution of questions
of warranty responsibility, the manufacturer shall proceed immediately
to correct any noted defective parts and make necessary repairs.
11.Toll free telephone number shall be provided for technical service
support. B.Field Service and Parts Availability During Warranty
Period1.The Offeror and the manufacturer of the Heated Vacuum Debulking
and Curing Table shall insure that all authorized service under
warranty shall be available at NASA-Ames Research Center, N212, no
later than five (5) working days after request is made, and that all
parts and assemblies for replacement under warranty be at NASA-Ames
Research Center, N212, no later than seven (7) working days after the
request is made, for the duration of the warranty. The provisions and
clauses in the RFQ are those in effect through FAC 97-09. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3544
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to NASA Ames Research Center, Receiving Section, Mail Stop
255-3, Moffett Field, CA 94035-1000 is required within 120 days ARO.

Delivery shall be FOB Destination. The DPAS rating for this procurement
is DO-C9. Quotations for the items(s) described above may be mailed or
faxed to Lana Jones Clemon, NASA Ames Research Center, Center
Operations Branch(JAC)M/S 241-1, Moffett Field, CA 94035-1000 or FAX:
(650)604-5830 by the date/time specified and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

Questions regarding this acquisition must be submitted in writing no
later than January 26, 1999. Quotations are due by January 28, 1999 to
the address specified above and to the attention of the Bid
Depository. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". (Prospective quoters shall
