Architect-Engineering services are required to provide construction
cost estimates and estimated fuel consumption cost to supply heat and
hot water for the Federal Correctional Institution (FCI) Fort Dix, New
Jersey. FCI Fort Dix is located approximately 45 miles East of
Philadelphia, PA and approximately 25 miles Southeast of Trenton, NJ.
FCI Fort Dix is supplied with steam from a central boiler which is to
be decommissioned. The A/E shall survey the existing steam plant,
review existing boilers to recommend a modification to it or propose a
new system for heat and hot water for all FCI Fort Dix buildings. The
new systems could be new boilers at the central plant or new gas fired
boilers for heat and hot water located in the basement of each
building. A cost estimate and Life Cycle cost analysis shall be
provided for each system. The design shall provide the most cost
effective design for the type of use and the area of location. The
estimated performance period for the Pre-Design Phase is 45 calendar
days. The evaluation criteria for selection and contract award, in
descending order of importance are as follows: (1) Specialized
experience and technical competence in related work, (2) Professional
Qualifications, (3) Capacity to accomplish the work timely, (4) Past
performance on contracts with Government Agencies in terms of cost
control and schedule adherence, (5) Knowledge of location in relation
to the area of the project. Only those firms located in the
Commonwealth of Pennsylvania or the state of New Jersey, and have the
capability to perform the services described herein, are requested to
submit appropriate data by the close of business on February 12, 1999.
Applicant responses to the aforementioned evaluation criteria shall
use the Standard Forms 254 and 255, which will form the basis of the
initial evaluation of qualifications. The data submitted shall be
concise and must address all specific categories listed in the
evalustion criteria. Additionally, all applicants must provide a sample
from a similar project. The sample report will assist the Government in
its evaluation of firms applying for the resultant contract. The
Standard Industrial Classification Code is 8712 with a size standard of
$2,500,000.00. This requirement is 100% set-aside for a small business
concern. A firm-fixed price contract will result for this acquisition.
