Tobacco and Firearms intends to conduct negotiations on a sole source
basis with Stone House Media, Inc. to modify our contract with them,
number Tatf-97-20 to develop and maintain a web site for their
proprietary Inter-Fire VR CD ROM fire investigation tool utilizing
QTVR. This product was developed exclusively by Stone House Media. They
have developed the architectural programming and interactivity in this
CDROM (Inter Fire VR). They are the only vendor that has the ability
to interface the Inter Fire VR CD-ROM training package with an external
source of information. This ability to properly link to the CD-ROM
itself is critical to maintain the same architecture interfaces. This
web site is necessary to keep the Inter Fire VR current. No phone calls
