The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to acquire services for removal and recycling of fluorescent light tubes and PCB and non-PCB light ballasts. The performance period is for 7 months with two one-year options. The pickup location is in Newport, Rhode Island. The contractor will pick up a minimum of 40 boxes of light tubes and one 55-gallon drum of ballasts within 15 calendar days of notification. As a general rule, light tubes and ballasts will be called in at the same time. The estimated quantity of straight fluorescent light bulbs to be removed and recycled in a one-year period is approximately 40,000 feet. This estimate includes 250 4-foot boxes (32/box), 20 8-foot boxes (32/box). The estimated quantity of U-shaped lamps to be removed and recycled in a one-year period is 250 each. The estimated quantity of HID lamps to be removed and recycled in a one-year period is 250 each. The estimated quantity of Sodium/Mercury Lamps to be removed and recycled in a one-year period is 50 each. The estimated quantity of Rapid Start lamps to be removed and recycled in a one-year period is 25 each. The Government will contact the contractor 24 hours in advance to provide the exact amount of boxes to be removed. The contractor shall furnish all labor and materials required to properly transport the light tubes, to include loading the conveyance. Contractor should be able to supply 4-foot and 8-foot lamp boxes upon request. Estimated quantity needed would be 50 each 4' boxes and 15 each 8' boxes. The estimated quantity of ballasts to be removed and recycled in a one-year period is 20,000 pounds. The government will contact the contractor 24 hours in advance to give exact amount of 55-gallon drums to be removed. The contractor shall furnish all labor and materials required to properly transport the ballasts. The Government will tailgate load the contractor's conveyance. The contractor will provide completed copies of the shipping papers (manifests and/or land disposal restriction forms) at the time of pick up. The contractor will comply with all federal, state, and local regulations applicable to the transportation, recycling and disposal of ballasts and fluorescent light tubes. The contractor will provide Certificates of Disposal and/or Certificates of Recycling. The resulting contract will be per FAR parts 12 and 13. The incumbent contractor is Global Recycling Technologies, Inc. of Stoughton, Ma under contract N66604-97-M-1109. The solicitation is set aside 100% for small business under Standard Industrial Code (SIC) 5093. Award will be made on the basis of best value for the Government. Evaluation Factors are Total Estimated Price, Past Performance, and Management Approach. Written Technical Proposals will be required. The solicitation will be issued on or after 27 January 1999.
