Business sources are being sought to provide their analysis of operations based on a performance work statement. The Government would require a potential service provider to manage and administer the overall CSS operation to include financial management, budgeting, accounting and administrative services for MWR and BQ operations. Accounting includes the administration and operation of the Recreation and Mess Central Accounting System (RAMCAS), the Base Level Automated System (BLAS) and PayNet Plus program in accordance with established accounting, tax and payroll procedures. Administrative services include personnel, payroll, training, procurement, central cashier functions, inventory control, internal controls, correspondence and maintenance of the central file system.
