SPAWARSYSCEN Charleston intends to negotiate a sole source contract, for a base period plus two option years, with MANDEX, Inc., 12500 Fair Lakes Circle, Suite 300, Fairfax, VA 22033-3804 to provide management support, technical assistance, and systems/engineering support to the Office of Naval Research, Office of Naval Intelligence, and the Space and Naval Warfare Systems Command. These services support Advanced Concept Technology Demonstrations (ACTDs); Advanced Technology Demonstrations (ATDs); Research, Development, Test & Evaluation (RDT&E); Information Technology (IT); Information Warfare(IW); and imagery segment integration of GCCS-M and JMCIS into the Windows NT environment. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. SPAWARSYSCEN Charleston believes that MANDEX, Inc. is the only potential offeror with the in-depth knowledge of the current and evolving Joint Imagery Segment programs and operating system associated with JMCISand GCCS-M; and the needs and specific support requirements of the MACE Program and ELB ACTD. The proposed action for which SPAWARSYSCEN Charleston intends to solicit and negotiate with only one source is under the authority of FAR 6.302-1. This Notice is not a request for competitive quotes but responses received within 5 days of the date of publication of this synopsis will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
