OFFERED FOR LICENSING NASA's VISAR Video Stabilization Offered for
Licensing NASA's Marshall Space Flight Center (MSFC) is offering its
state-of-the-art process for video image enhancement to U.S. companies
for licensing. An industry briefing on Video Image Stabilization and
Registration (VISAR) will be held Wednesday March 24, 1999 at MSFC in
Huntsville, Alabama. At the request of federal law enforcement
officials, MSFC developed VISAR for use in investigating a nationally
famous crime. Home video footage taken at the scene was blurred and
unclear. Processing with VISAR produced impressive results, and
subsequent reviews by Los Alamos National Laboratory concluded that
VISAR was unsurpassed in its clarification of distorted video images.
In the past, video stabilization has been limited to registering
horizontal and vertical image movements. These methods do not account
for rotational or zooming effects in video data sequences, and are
sensitive to the effects of parallax when items in the background and
foreground move atdifferent rates and/or different directions. VISAR
can correct images when of all of these adverse effects are present.
VISAR also eliminates other video flaws. Jagged edges found in still
images extracted from video can be smoothed, and 'snow' caused by video
noise is reduced by adding several registered images together.
Deblurring techniques offer additional improvements. A Windows-based
version of VISAR is currently being used as a video post-processing
tool. The methods, however, are not limited to software. With
electronic hardware support, the speed of VISAR can be enhanced, making
real-time video stabilization for many custom applications possible.
The briefing will demonstrate the technology, allow companies to ask
questions of the VISAR inventors, and offer instructions for licensing
technology from NASA. One-on-one consultation sessions will also be
