Bidders/Offerors interested in obtaining plans and specifications for
this project, must send in their request on company letterhead stating
if you are bidding as a prime contractor or sub-contractor/supplier,
your complete address, telephone and fax number along with a Personnel
check, Company check, Cashier's check or Money Order in the amount of
$211.00 (THIS CHARGE IS NONREFUNABLE) to: DEFENSE AUTOMATED PRINTING
OFFICE, BUILDING 4/D, ATTN ROY BOWSER, 700 ROBBINS AVE., PHILADELPHIA,
PA 19111-5094. Each check must be made payable to the SUPERINTENDENT
OF DOCUMENTS and annotated with the applicable solicitation number. Two
sets of plans and specifications will be sent via First Class Mail upon
availability to those contractors who have tendered payment. If a
contract number is not annotated as required or your check is not made
payable to the SUPERINTENDENT OF DOCUMENTS, your check will be
returned unprocessed. NO PLANS AND SPECIFICATIONS WILL BE ISSUED UNTIL

The Undersea Battlespace Laboratory will consolidate undersea warfare
simulation activities currently situated in a number of sub-standard
facilities into a single multi-story facility at the center of the NUWC
campus in Newport, RI. This facility will be directly connected to the
adjacent Undersea Weapons Systems Laboratory currently under
construction. The project will incorporate flexible laboratory space to
support computer simulation, software development, data acquisition, 3D
visualization, and other components programs for on going development
of the synthetic battlespace. The project requires the demolition of
buildings 108, 161, 103, 103A, 104, 104A, 105, 105A, 159, 160, and
160A. In addition the project will include site preparation, utility
relocations and connections. The Estimated Cost Range is $5,000,000 --
$10,000,000. The SIC Code is 1542 and the Small Business Size Standard
is $17 million are applicable to this contract. The proposed contract
(solicitation) will be issued as Unrestricted and is subject to the
evaluation criteria set forth in DFAR 252.219-7008-Notice of Evaluation
Preference for Small Disadvantaged Business Concerns-Construction
Acquisitions-Test Program (Apr 1996). (Pre Debt Collection Improvement
Act of 1996, The Defense Federal Acquisition Regualation (DFAR) has
been amended to require all contractors to register in the Department
of Defense (DOD) Central Contractor Registration (CCR) Database. Be
advised for solicitation issued after May 31, 1998, failure to
registered in the CCR makes an offeror ineligible for award of DOD
contracts. Information regarding this registration may be obtained by
