PRE-QUALIFICATION. SPECIAL NOTE: If you previously pre-qualified under
solicitation 193045-98-A-0534, you need not respond to this notice.
Solicitation 193045-99-A-0131 is a Notice of Intent to solicit written
expressions of interest from general contractors desiring to be placed
on one or more pre-qualified contractors lists for construction of New
Construction Owned (NCO) Postal Service Facilities and/or
Expansion/Renovation projects of Postal Service Facilities. The
solicitation will cover the following geographical areas: States of
Iowa, Kansas, Michigan (Upper Peninsula -- ZIPS 498-499), Minnesota,
Missouri, Nebraska, North Dakota, South Dakota, Southern Illinois (Zips
612, 620-624, 628-629), and Wisconsin. Site size for NCO projects may
range from 1 acre to 5 acres. NCO facilities will typically be steel
frame, commercial type buildings, with or without retail customer
service, with metal, modular masonry, stucco or pre-cast concrete
exterior. Maximum NCO building size and cost: 50,000 SF and $5.0M
(average 20,000 SF, $2.0M). Expansion/Renovation project size range is
from 10,000 to 30,000 SF. Project contract duration, from issuance of
a Notice To Proceed, will range from three (3) to six (6) months for
Expansion/Renovation projects and six (6) months to one (1) year for
NCO projects. Only pre-qualified contractors will be requested to
indicate their interest in submitting proposals for individual
projects. Pre-qualified contractors will not be required to submit
proposals on projects outside their geographic area of interest. In
order to be pre-qualified, contractors must meet or exceed the
following minimum criteria: a) five (5) years experience as a prime
general contractor, b) completed three (3) or more projects of similar
scope and dollar range as the building types indicated above within
the last five (5) years, c) have a valid contractor's license in at
least one of the states listed above, d) offer written proof of
financial stability and bonding capacity, e) provide references and
lists of previous clients, and f) sufficient capacity (current workload
in relation to company resources). The following criteria, in order of
importance, will be used in evaluating pre-qualification packages: a)
related construction experience; b) project staffing; c) financial
capability, including financial report; d) references; e) capacity; f)
project management and scheduling capabilities; g) previous govt.
experience; h) quality control procedures; i) safety program; and j)
MBE participation and commitment. Interested firms must complete a
"Pre-qualification Package" which will be available at no charge on or
about 1/22/99. This package may be obtained upon written request to:

pre-qualification package by mail (hard copy), diskette or e-mail. A
separate submittal is NOT required for each geographical area of
interest. Only one submittal is required. Contractors should state the
areas that they are interested in working in. Submittals must be in
the approved USPS Contractor Pre-qualification Format as contained in
the pre-qualification package. Failure to submit requested information
may be a cause for rejection of entire pre-qualification request.
Total submittal package shall be limited to 50 single sided or 25
double sided pages including brochures and promotional material.
Pre-qualification statements will be evaluated by a committee
designated by the Contracting Officer. All firms will be provided with
written notification of pre-qualification status within sixty (60)
days of receipt of their application. Firms selected as being the most
highly qualified will be placed on the pre-qualification list The
pre-qualification statements will not be returned. This is not a
