Center is issuing a Sources Sought Notice of A&E Services for the
Design Upgrade of Emergency Electrical Power System for NASA-DFRC,
Edwards, CA. This project is for the design of a multi-unit diesel
generator power plant which will provide approximately 7.5
megavoltamperes (MVA) of electrical power with provisions for an
additional 3 MVA. System shall take up the normal load and provide
power to the entire Dryden Flight Research Center (DFRC) automatically
within seconds after loss or malfunction of the normal power supply
and shall be capable of supplying the load for an extended period of
time. System shall also incorporate provisions for remote activation of
plant by Southern California Edison when they choose to augment their
available capacity. The project involves interconnection and
coordination with the existing 12.47kV power distribution system at
DFRC which includes substations, switchgear and control/relaying
equipment. The selected Engineering Firm will be responsible for the
detailed design of the necessary electrical systems along with
associated civil, structural, architectural and mechanical designs.
This will include but not be limited to a multi-unit diesel generator
plant with provisions for future additonal units, switchgear and bus
system, automatic power transfer system, protective relaying,
supervisory control and data acquisition (SCADA) system, associated
instrumentation, diesel fueling system, hoist system, fire
protection/suppression system, remote enunciation/monitoring
requirements, security, building requirements, associated design
analysis/calculations and provisions for removal of the existing
antiquated generator plant equipment for recycling. The project site is
located within Edwards Air Force Base. This is a controlled access area
approximately 120 kilometers northeast of Los Angeles, California.
Engineering firms which meet the requirements descirbed in this
announcement are invited to submit complete, updated Standard Forms
254, Architect-Engineer and Related Services Questionnaire, and 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, to the contact person indicated below. Architectural or
engineering firms utilized by the prime Engineering Company must also
submit completed Standard Forms 254 and 255. Only one copy of each form
is required. IN BLOCK 10 AND AN ADDENDUM THERETO, IF NECESSARY, STATE
WHY YOUR FIRM IS SPECIALLY QUALIFIED BASED ON EACH OF THE BELOW
SELECTION EVALUATION CRITERIA. FOR SELECTION EVALUAITON CRITERION
"(2)", PROVIDE THE FOLLOWING INFORMATION FOR ONLY THE STAFF PROPOSED
FOR THIS WORK USING THESE COLUMN HEADINGS: "NAME", "RELATED PROJECTS
WORKED ON", "YEAR", "FIRM", AND "TECHNICAL ROLE". Show the office
location where work will be done and describe the experience and
location of those that will do the work. Firms responding to this
announcement by the due date will be considered. Firms must submit
forms to the DFRC Acquisitions Management Office by 9:00 a.m. Western
Time on March 15, 1999. This is not a request for a proposal.
Informaiton provided on relative project experience should include: (a)
project name; brief description of work performed; (b) location; name
and telephone number of the project client; (c) construction cost of
project; and (d) date performed. The following selection evaluation
criteria will be used in the evaluation of engineering firms: (1)
Specialized recent experience and technical competence of firm or
particular staff members which exhibits: (a) Similar design work for
medium voltage diesel generator plants. The Engineering Firm must have
performed at least 50% of the contract value of at least two such
projects. (b) Demonstrated high degree of technical expertise in design
of diesel generator plants, substations, switchgear, protective
relaying, automatic switching and supervisory control and data
acquisition (SCADA) systems. (c) Recent experience: applicable designs
which have been performed within the past five years. (d) Applicable
projects of a similar magnitude: individual minimum construction value
of at least $3,000,000. (2) Professional qualifications of firm and
staff proposed for the design. (3) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules. (4)
Capacity to accomplish the work in the required time. (5) Quality
control practices/techniques. (6) Demonstrated success in designing
projects which result in reduced waste and an increase in energy
efficiency. (7) Years the Engineering Firm has been in business. Posted
