INFORMATION. Description of Requirement: (a) DISA has a requirement for
acquiring a modern information technology inventory management system
based on best commercial business practices. The system is needed to
support the modernization and implementation of DISA's product and
service offerings. The requirement is for a Commercial-off-the-Shelf
(COTS) software product, which shall be an application that will use
the Government's relational database and provide the following
functions: (1) Access and Data Security. The system shall have robust
security capability that permits granting/restricting access to
DISA-specified functions and to prevent unauthorized access to data.
(2) Inventory. The system shall be capable of maintaining both physical
and logical inventories. It shall be able to integrate a variety of
static and real-time information from various sources. Inventory
includes deployed assets ( those in use), non-deployed assets (those in
warehouse), and those in transit. The product shall update the
inventory as orders are filled. The system shall also have the
capability of graphically displaying the physical and logical assets.
(3) Growth Potential. The system shall have the ability to accept
growth in the number of inventory items displayed and in the types of
technology and/or services that may need to be displayed. (4)
Management Analysis Needs. The system shall provide a means of
extracting information to be used in management analyses. (5) System
Interfaces. It is imperative that the product interface with other
government and contractors systems/processes to allow the transfer of
information pertinent to the management of services and assets. (6)
Year 2000 Compliance. The product shall be Year 2000 Compliant. "Year
2000 Compliant" means, with respect to information technology, that the
information technology accurately processes date/time data (including,
but not limited to, calculating, comparing, and sequencing) from,
into, and between the twentieth and twenty-first centuries, and the
years 1999 and 2000 and leap year calculations, to the extent that
other information technology, used in combination with the information
technology being acquired, properly exchanges date/time data with it.
(7) Authorized Users. DISA authorized personnel shall be the users of
the software. (8) Documentation. The vendor shall provide copies of
all relevant user manuals and sample reports. System documentation will
be in accordance with Global Combat Support System/Management
Information System (GCSS/MIS) Application Development Model. (9)
Software Upgrades and Enhancements. Under the perpetual site license
envisioned for this product, support of the product shall consist of
updates to support new technology, improve performance, migrate to more
modern platforms, and incorporate enhancements. (10) Life Cycle
Support. The contractor shall support a wide variety of services for
the implementation and life cycle maintenance of the process and tools.
Support services include participation in user groups, and evaluation
and implementation of customer, user, and industry requirements as
technology changes or advances. (11) Public Key Infrastructure (PKI)
Compliance. The vendor shall provide DISA medium assurance PKI which
utilizes the X.509 version 3 Certificates and version 2 Certificate
Revocation Lists (CRL). The vendor shall leverage Federal PKI and IETF
standards to resolve standards ambiguities. (12) The product shall
support access to Web services and technology and allow information
distribution by electronic mail and or electronic interchange. (13) The
product must be Defense Information Infrastructure/ Common Operating
Environment (DII/COE) level 7 compliant and must utilize a DII/COE
compliant relational database. (14) The product shall support
distributed processing consistent with current client/server
technology; available 24 hours per day, 7 days a week worldwide with
concurrent data for end users processing. The systems applications and
data base must be flexible enough to accommodate data requirements
that support current business practices (i.e. adjust field lengths,
easily add/delete/change data) fields within the core applications and
data base. (15) Security Requirements. Key vendor personnel shall be
required to have Secret security clearances. (b.) The following
optional services may be required: (1) Consulting Services. The vendor
shall provide consulting services that will enable DISA to
tailor/optimize the product (via tables, user exits, and profiles) and
develop user procedures. In addition, the vendor will recommend
implementation parameters and naming conventions based on best
commercial practices. The vendor will assist DISA interfacing the
product to commercial suppliers and other automated systems. The vendor
shall also assist DISA in the conversion of the product to operate with
new/different operating systems and/or database management systems.
Consulting services include software installation services. (2)
Training. The vendor shall provide training on the product at
Government-specified locations, worldwide. Training classes will be
customized to the profiles; catalog of services, database conventions,
and procedures adopted by DISA and will be tailored to the various
user communities that will use the product. The vendor shall supply
user manuals and hands-on workshops. Vendor shall provide a matrix
identifying the requirements that can be met and the commercial
documentation to support the matrix. Vendor shall submit 3 copies of
the matrix and supporting documentation to Sheila I. Isert Rotter,
