announcement constitutes a Request for Information (RFI) synopsis and
market research. Information obtained as a result of this synopsis is
for planning purposes only. It does nor constitute an invitation for
sealed bid or request for proposal (RFP), nor is it to be construed as
a commitment by the government. The government is currently conducting
a market survey and analysis of government-off-the shelf and
commercial-off-the shelf products that can meet the requirements for an
Electronic Transaction System (ETS). This system will be an information
system supporting the publishing and distribution of electronic and
physical publications and forms for the USAF. The ETS should be capable
of supporting all areas of the USAF worldwide. The ETS must meet all
mandatory requirements to be Joint Technical Architecture-Air Force
(JTA-AF), Defense Information Infrastructure-Common Operating
Environment (DII-COE), and Year 2000 (Y2K) compliant. ETS will have the
capability to provide Internet access for Air Force personnel to
electronic or physical publications and forms, support the inventory
management and distribution of physical products, track the progress of
planning, creating, modifying, and rescinding publications. An
Inventory Management tool within ETS should: Track incoming, stock on
hand, and outgoing products, automatically build status reports as
required by management, allow on-line ordering of products from vendor,
commercial publisher, or other government publishers, provide an
automatic distribution function to allow pushing products to customers,
automatically prints mailing lists, mailing labels, and warehouse
inventory labels for the product, allow an analysis of the best
shipping rates, to decide on carrier, for a product, show where
individual products in warehouse stock are located, provide warehouse
users, customers, publishing management staff tutorials on how to
perform their roles, notify the warehouse staff when stock levels of a
product require them to order more, have the ability to access a
Master Catalog and word search database to find products applicable to
the topic, support password protection and permissions. Work flow
management tool within ETS should: Allow the ability to track
electronic publications through the process from writer to publishing
on the web site, provide customers and publishing management staff
tutorials on how to perform their roles, have the ability to
dynamically build documents, be capable of accessing/storing multimedia
(text, audio, visual) products, ability to automatically update product
announcements page on web site, have the ability to access a Master
Catalog and word search database to find products applicable to the
topic, support password protection and permissions. Air Force personnel
will be able to access publications and forms in ETS using two
approaches. The first approach is through a centrally managed ETS
website. The second approach is through the Service Desk, which is
manned 24 hours a day. Any storage or repository should include on-line
and off line capabilities at a facility of the vendors choice.
Businesses responding to he market research and are currently offering
or can make available the Air Force, same or similar services, are
requested to provide what they have available within 10 days after the
