ARMY INDUSTRIAL OPERATIONS COMMAND (IOC) TITLE: Operation and
Maintenance of the Groundwater Treatment Plant at Longhorn Army
Ammunition Plant, Karnack, TX. SOLICITATION NUMBER: DAAA09-99-R- 0076

request will be honored. This procurement will be full and open
competition. All qualified contractors are encouraged to apply. Issue
Date: On about February 8, 1999. This solicitation will be issued via
the Internet and can be viewed or downloaded at
http://www4.ioc.army.mil/scripts/padds_web/open4.asp. No hard copies of
the solicitation will be issue. It is the responsibility of the
interested contractor to extract all information via the Internet. Bid
Closing Date: Approximately March 10, 1999 Award Date: On or before
March 31, 1999. U.S. Army, Headquarters, Industrial Operations Command
(HQ's IOC) intends to contract for the services to Operate and
Maintain the Groundwater Treatment Plant at Longhorn Army Ammunition
Plant, Karnack, TX. The new contractor shall assume responsibility for
the most efficient operation, maintenance, monitoring, and management
of the treatment plant for one year, with an additional one-year
extension at the option of the Government. The contractor is
responsible for the equipment, processes, systems, and appurtenances
associated with the existing Longhorn Army Ammunition Plant On-Site
Remedial Treatment System and its ancillary extraction pumping and
monitoring systems. It is anticipated that the previous operator will
have contract close out personnel on-site through April 30, 1999 or as
negotiated in the contract for this effort. The new contractor will be
responsible for plant startup and verifying any advice or assistance
provided by the previous operator. The new contractor shall provide all
labor, equipment, utilities, and materials to operate, monitor, manage,
and maintain the existing On-Site Remedial Treatment System and pumping
and monitoring systems. A firm fixed price contract is contemplated.
Interested contractors can schedule a preproposal site visit.
Instructions for arranging a preproposal site visit are explain in the
solicitations Scope of Work. Contract award will be made ONLY to a
qualified contractor who has demonstrated previous experience and
actual hands on operation of a ground water pump and treat system.
Interested contractors will be required to provide references of who
they operated the pump and treat system for, where they operated the
system, and when they operated the system. Customer telephone numbers
and points of contract will be required to verify past performance.
