C-130 AMP INDUSTRY CONFERENCE #2 This is a notification of intent to convene an Acquisition Strategy Conference, 8 Feb 99, for the purpose of inviting industry participation/comments on an anticipated acquisition of an Avionics Modernization Program for the C-130 aircraft. Requirement is for development, integration, testing of avionics for C-130 Combat Delivery and Special Mission models. Implementation intended to meet Global Air Traffic Management (GATM) and Global Air Navigation Safety (GANS) requirements, standardize the C-130 avionics suite, remove the requirement for a navigator on Combat Delivery aircraft, remove the requirement for a flight engineer (as an objective) on Combat Delivery aircraft, incorporate a low probability of intercept (LPI) terrain following/terrain avoidance (TA/TF) capability on MC-130H, and enhance situational awareness on all SOF aircraft. Modification requirement to include: Design/modification, software, development/modification, system(s) integration, trial installation and testing of C-130 aircraft. Every effort shall be made to maximize use of Commercial, Off-the-Shelf, and Non-Developmental Items. Modification/Installations included: Replacement, removal, or relocation of systems, as needed, to meet the AMP requirements. It is anticipated that the acquisition will be full and open competition. Conference will convene 1200, 08 Feb 99 at the Base Theater (Bldg 909), Robins AFB, GA. In addition to group discussion, interested parties (potential primes encouraged), are invited to a one-on-one meeting with Government Program Team. One-on-one meetings will be scheduled for 9-10 Feb 99, in one hour blocks in the order the request is received. Please limit one-on-one attendance to six (6) members. Attendance does not guarantee that any offeror will be considered for award when solicitation results. Accordingly, the government is under no obligation to reimburse any source for attendance at the conference or for any bid/proposal costs incurred in preparation of same.
