synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. (ii)This announcement contitutes
the only solicitation; quotations are being requested and a written
solicitation will not be issued. (iii)This solicitation is issued as a
Request for Quotation (RFQ) under solicitation number
MDA908-99-Q-0082. (iv)This solicitation and incorporated provisions and
clauses are those in effect through FEDERAL ACQUISITION CIRCULAR 90-46
and DEFENSE ACQUISITION CIRCULAR 91-11. (v) This solicitation is
UNRESTRICTED. The Standard Industrial Classification is 8331.
(vi)TRAINING REQUIREMENTS: The vendor shall furnish all labor,
equipment, tools, and facilities necessary to provide information
technology training for professional. The vendor shall provide seven
learning packages each containing a minimum of eight classes per
package allowing the individual to complete all eight classes ina
minimum of one year from the start date of the first class taken. The
vendor shall offer at a minimum, nine courses in the following subjects
(w/the exception of Defense Message Systems): The package should not
limit the individual to taking classes in only one subject, but should
allow the individual to choose the eight courses from all subjects
depending on the individual's requirements. Classes should be
recommended for college credit by the American Council on Education
(ACE)Credit Recommendation Service (CREDIT). All classes shall be
offered in the immediate Washington, D.C. metropolitan area. (vii) FAR
52.212-1, Instructions to Offerors-Commercial (OCT 1995), is
incorporated by reference and applies to this solicitation. (viii)
Offers will be evaluated based upon their conformity to the training
requirements described in this solicitation, price and other factors
considered. (ix)Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items (OCT 1995) with its' offer. (x)FAR
52.212-4, Contract Terms and Conditions-Commercial Items (AUG 1996) is
incorporated by reference and applies to this solicitation and
resulting contract. Any resulting contract will be FIRM FIXED PRICE
(FFP). (xi)FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders (AUG 1996) is incorporated by
reference, however,for paragraph (c)only the following provisions apply
to this solicitation: 52.222-41, Service Contract Act of 1965, As
Amended 52.222-42, Statement of Equivalent Rates for Federal Hires
(xii)Quotations are to be submitted by 9 February 1999, NLT 12 Noon, to
the Virginia Contracting Activity, ATTN: DAP-2 (Mike Patrom), MacDill
Boulevard, Building 6000, Bolling Air Force Base, Washington, D.C.

concerning Commercial Item acquisition contained in FAR Subpart 12 and
must ensure that all Representations and Certifications are executed
