Non-personal services to provide qualified pilots possessing a Boeing
737 type rating from the Federal Aviation Administration (FAA) to fly
9 T-43A aircraft as required to fulfill Joint Undergraduate Navigator
Training (JUNT) syllabus requirements at Randolph Air Force Base, TX.
This acquisition is a "direct conversion." PERFORMANCE PERIOD: The
government is contemplating a total period of performance consisting of
a one-year basic contract, beginning April 2000, plus six one-year
options. Commencement of performance will be phased-in according to
technical exhibit 7 of the PWS (see below) which includes tentative
dates and an estimated number of pilots needed to perform subject
service. Industry is invited to view the draft PWS and provide comments
and recommendations. The draft PWS, related documents and milestones

-R0005 The government intends to issue an unrestricted solicitation
(Full and Open) solicitation; however, it reserves the right to make
this a Small Business (SB) set-aside based on the interest and
technical capabilities received from SB concerns. Under an unrestricted
solicitation, large businesses will be required to submit a
subcontracting plan with their proposal. All interested business
concerns shall as early as possible indicate interest in this
acquisition by providing the company name, mailing address, phone
number, and electronic mail address to the contracting office. In order
for the government to make a SB set-aside determination, it is
requested that SB concerns provide sufficient written information
supporting their capability to perform and should as a minimum include:
(a) degree of experience in flight operations of the aforementioned
aircraft, (b) address current FAA certification for flight operations,
(c) provide FAA reportable flight/ground mishaps in the past five
years and mishap rate per 1000 flying hours over this same period, (d)
address employee on-the-job safety mishaps, (e) provide Safety Program
currently in-place, (f) provide management infrastructure and corporate
financial capability to support subject operations, (g) provide past
corporate and government contracts with references and points of
contact. SB concerns must provide the written proof of capability and
a positive statement of eligibility as a SB concern by 19 Feb 99.
Provide required information via (1) electronic mail, (2) fax, or (3)
U.S. Postal Service. Indications of interest from SB concerns without
required information regarding capability and eligibility will not be
considered in the SB set-aside determination. For purposes of this
acquisition, the Standard Industrial Code (SIC) is 4522. The business
size standard is 1,500 employees. Small, Historically Underutilized,
and Women-owned businesses are encouraged to submit a proposal. If this
acquisition is set-aside for SB concerns, notification of such will be
publicized. The solicitation will be issued to industry on or about 18
