Center is hereby soliciting information for potential sources for the
contemplated NASA Commercial Launch Services acquisition. The NASA
Kennedy Space Center intends to issue for industry comment a draft
Request for Proposal (RFP) for NASA Commercial Launch Services (NCLS)
for expendable launch vehicle (ELV) launch services. The contemplated
performance range of capability is between 1,500 kilograms and 20,500
kilograms (based on a hypothetical Low Earth Orbit (LEO), 28 degrees
inclination mission model). A draft Statement of Work (SOW) is planned
for release in March, 1999 and a draft RFP is planned for release in
April, 1999. One-on-one meetings with potential offerors are encouraged
to promote early exchanges of information through receipt of proposal.
NASA KSC contemplates that the NCLS procurement will result in the
award of multiple launch services covering a variety of NASA and
NASA-sponsored payloads. Competition will be limited to domestic launch
vehicle industry providers pursuant to Title II of the Commercial Space
Act of 1998. Launch sites must be located within the United States.
Successful offerors must have demonstrated successful launch experience
within the proposed family of launch vehicles for this procurement.
Launch services will include the design, development, and production of
launch vehicle and mission unique hardware and software, program
management, mission integration, launch operations and launch site
support services. Special studies and analyses, a menu of non-standard
services, and baseline vehicle documentation and contract data
deliverables to support NASA insight and approval requirements will
also be included. The contemplated procurement envisions a multiple
year period of performance beginning at contract award tentatively
scheduled for fourth quarter 1999. The SIC Code and Size Standard for
this procurement are 3761 and 1000 employees, respectively. NASA
intends to utilize, to the maximum practical extent, the streamlined
procedures for procurement of commercial items pursuant to Title VIII
of the Federal Acquisition Streamlining Act (FASA) of 1994. The purpose
of this notice is to provide potential offerors advance notification of
the draft SOW and draft RFP, and to encourage potential offerors to
submit expressions of interest to this office and to identify the
availability of known and potential commercial items that may meet the
Government's needs under this procurement. This procurement will seek
to adopt the best commercial practices and customs while ensuring
Agency mission needs are satisfied via safe and reliable access to
space. Information about this procurement, as well as the draft SOW and
RFP, will soon be available over the Internet at
http://ksc.nasa.gov/procurement/ncls/. These documents will be in
Microsoft Windows 95 Office Suite (Word version 6.0, Excel version 5.0,
or PowerPoint version 4.0) format and will reside on a World-wide Web
(WWW) server, which may be accessed using a WWW browser application.

exists; therefore, do not request a copy of the solicitation. If a
solicitation is released it will be synopsized in the CBD and on the

solicitation or synopsis. Vendors having the capabilities necessary to
meet or exceed the stated requirements are invited to submit
appropriate documentation, literature, brochures, and references. The
requirement is considered to be a commercial or commercial-type
