(Type 1), The item to procure is a Special Purpose Web Tiedown Strap
based on PERFORMANCE SPECIFICATION MIL-PRF-71224, Type 1. Requirements
are for a Long Term, Indefinite Delivery Indefinite Quantity (IDIQ)
for five ordering periods with a guaranteed quantity of 31,500 each,
Special Purpose Web Tiedown Strap. FOB is Destination. For use is Multi
Purpose. Estimated issue date is 12 Feb 99. The Web Tiedown Strap
consists of a Ratchet; 2 Swivel Snap Hooks; 2 Web Protector Sleeves,
and Web Strap, 240.0 in length min extended; 36.0 in. length max
retracted. Webbing Material is Latex Treated Polyester Weave. Color
Olive Drab; all ends seared to prevent fraying. Tiedown strap assembly
shall withstand a minimum load of 5,000 lbs for a minimum period of 30
seconds without evidence of deterioration or damage that may impair its
intended operation; in addition swivel hooks shall rotate freely, hook
keepers must function properly, and webbing must slip freely through
the ratchet buckle. Tiedown Strap assembly shall withstand a minumin of
7,000 lbs for a minimum period of 30 seconds without slippage of the
webbing and rupture of stitches and metal parts. The web strap shall
not exhibit complete separation until a pull test load exceeds 10,000
lbs. The stitching pattern shall not exhibit complete separation until
a pull test load exceeds 8,700 lbs. This solicitation will be issued
electronically in accordance with FAR 4.501, 5.102(a)(7) and
14.205-1(c) therefore hardcopies will not be provided. Vendors wishing

solicitation will be issued electronically as will any amendments
thereto. Because of this, the Government is under no obligation and is
in fact unable to maintain a bidders mailing list. It is therefore
incumbent upon any interested parties to periodically access the above
internet address in order to obtain any amendments which may be
issued. Failure to obtain any said amendments and to respond to them
prior to the date and time set for bid opening/receipt of proposals may
render your bid or proposal nonresponsive and result in the rejection
of same. Proposed contract is 100% small business set-aside. The
Performance Specification will be provided with the Solicitation via
