This announcement constitutes a Broad Agency Announcement (BAA) for the Naval Facilities Engineering Service Center (NFESC) under FAR 6.102 (d)(2) for information. This innovative technology search may be used by various government environmental programs to actively seek out innovative environmental technologies. NFESC and other government agencies are interested in new and innovative technologies and methodologies that reduce environmental impacts from past, present, or future military operations. The environmental issues and areas of concern for this BAA apply to government installations worldwide. To be eligible for consideration and possible award of a contract for a field application of the technology or methodology, the technology or methodology must be: (1) new and innovative, (2) in the Advanced Development Stage (not requiring further research or design development prior to field application), and (3) capable of full scale implementation if the application is successful. The innovative technology must not be a commercialized technology or already used by the Navy in full-scale applications. CRITICAL NOTE: A CONTRACTOR LICENSE/REGISTRATION IS NOT REQUIRED FOR THIS BAA, BUT THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE'S CENTRAL CONTRACTOR REGISTRATION (CCR) IN ORDER TO DO BUSINESS WITH THE DEPARTMENT OF DEFENSE. NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTRATION WITH THE DOD CENTRAL CONTRACTOR REGISTRATION. The following are two Topics included under this BAA and not under separate BAAs, which encompass a full range of environmental issues to be addressed. TOPIC NO. 01: TECHNOLOGIES AND METHODOLOGIES FOR ENVIRONMENTAL ASSESSMENT, RESTORATION, AND CLEANUP -- NFESC is seeking innovative technologies and methodologies to assess and remediate existing pollution generated bypast military operations. This topic includes a wide range of materials, processes, and services. TOPIC NO. 02: TECHNOLOGIES, PROCESS DESIGN CHANGES, AND MANAGEMENT PRACTICES FOR POLLUTION PREVENTION. NFESC is seeking innovative technologies, process design changes, management practices, and methodologies to minimize the amount of pollution generated during present and future operations and maintenance. The major P2 thrust areas are (but are not limited to) to reduce, recycle, and/or eliminate the use of hazardous materials from machine and metal working, cleaning and degreasing, metal plating and surface finishing, painting and coating, paint stripping, ordnance manufacturing/demilitarization, pesticides/herbicides, composites, refrigerants and solvents, and Halon in firefighting operations. Major compliance issues are (but are not limited to) controlling air emissions, characterization and monitoring of wastewater discharges, treatment and storage of HM/HW, noise and oil spill control, assessment and monitoring. Submittals to this BAA shall be in abstract format and shall have a cover letter that identifies: This BAA number, the company's name and address, the title of the abstract, which Topic (01 or 02) is being addressed. Abstracts shall describe the merits and objectives of what the contractor is offering and must be submitted in printed form on paper. Electronic (floppy disk or e-mail) copies of submittals are encouraged and should be submitted in addition to the printed copies. The electronic abstract should be formatted in either Microsoft Word 97 or a text file readable in Microsoft Word 97. The offeror's abstract, submitted in an original and one copy: (1) shall be no longer than four pages, single-sided, 12 point font, and (2) shall address only one technology or methodology and one topic. Separate abstracts shall be submitted for each additional topic or additional technology or methodology. The abstract shall concisely describe the innovative technology for Navy application and shall be evaluated according to the following criteria which should be specifically addressed in the abstract: (1) The overall innovativeness of the technology, (2) The scientific/technical merits of the technology, (3) Concrete objectives of the offer (offeror should clearly state the objectives of a field application project), (4) The offeror's capabilities, related experience, personnel, techniques, or unique combination of these which are integral factors in achieving the offeror's proposed objectives, (5) The estimated cost for a field application project including (but not limited to): permitting issues, mobilization and demobilization, chemicals and equipment, safety considerations, and any other considerations necessary to successfully apply the technology in the field. Abstracts will be available to Government personnel on the Internet through a protected web site. One attachment of up to 10 pages, single-sided, of additional test data may be submitted in addition to the abstract. It should contain results of previous tests, demonstrations, or projects that support the contractor's proposed scientific/technical approach. This attachment will not be included in the compilation of abstracts sent to potential users. Do not submit sales brochures for existing commercially available supplies or services or abstracts on videotapes. Do not exceed the abstract page limit. Submittals that do not follow these guidelines can not be evaluated and may be rejected. Abstracts will be evaluated on their own merits and will not be evaluated against each other, since each presents a unique technology with no common work statement. A peer review board of engineers and scientists will review the abstract submittals to this BAA after the cutoff date. Based on the abstract review results, and subject to the availability of funds and demonstration sites, contractors with a technology or methodology considered applicable to a specific environmental need may be asked to contract for a field application of their technology or methodology. Multiple contracts may result. THERE IS NO COMMITMENT BY THE NAVY TO MAKE ANY CONTRACT AWARDS, NOR TO BE RESPONSIBLE FOR ANY MONEY EXPENDED BY THE OFFEROR BEFORE AN AWARD OF A FIELD APPLICATION CONTRACT, SHOULD IT OCCUR. The purpose of any resulting contract will be to apply the innovative technology or methodology in the field to solve a specific Navy environmental problem. Notes: (1) The preceding data should be sufficient to submit an abstract. (2) There are no solicitation documents applying to this BAA. (3) As no funding for demonstration contracts has been reserved in advance, NFESC will be passing selected abstracts to other Federal Government activities to seek demonstration sites and funding. (4) Some Federal Government activities may employ civilian contractors to determine the applicability of an offered technology to specific environmental projects. Any information which may be sensitive to review by such personnel should not be submitted in the abstract. (5) NAVFAC Contracts Office will reply to all offerors once the Navy's Technical Evaluation Board (TEB) has reviewed all abstracts submitted for this cutoff date. Individual TEB evaluation results will be forwarded to all offerors and will state whether or not the Government is interested in contracting for a field application project if funding is available. (6) Abstracts deemed "acceptable" under BAA N47408-96-R-6342 should not be resubmitted under this BAA..
