soliciting information for potential sources to provide support for
ongoing model development research. The research is directed toward
providing a modeling environment that will enable estimating the
support requirements of future launch systems based on the launch
concept and its operating scenario. Model credibility/validity is
established through the use of historical support records on comparable
systems from both aircraft and launch vehicle environments. Respondents
will require a knowledge of and access to the Air Force's REMIS
(Reliability and Maintainability Information System) and the Navy's3-M
data collection systems for aircraft support as well as familiarity
with the Shuttle Processing Data Management System, SPDMS II and the
Integrated Operating System (IOS), the Shop Floor Control/Data
Collection (SFC/DC), and the Problem Reporting and Corrective Action
(PRACA) data systems. Research requires the adaptation of comparable
historical support data from both aircraft and Shuttle programs into an
established modeling environment, the Reliability and Maintainability
Analysis Tool, (RMAT). Respondents must have an thorough understanding
of the current modeling algorithms in order to further enhance the
relationships defined in the model and to improve the fidelity and
scope of support definition. This requires a demonstrated capability to
forecast support based on system R&M characteristics. Tasks will
include model maintenance, modification and upgrades. These are to
include rewriting the code in Visual Basic to provide a more adaptive
programming environment; adding features for better parametric
analysis; developing new models or modifying old ones to address
additional areas of support including logistics, launch, mission,
facility and base support; and provide cost analysis to define
operations and support cost. All of these capabilities need to relate
to the technologies used on the conceptual design. The model is an
evolving work, constantly being changed to improve the process of
estimating the support requirements for reusable launch systems. No
solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized in
the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these cites for the
release of any solicitation or synopsis. Vendors having the
capabilities necessary to meet or exceed the stated requirements are
invited to submit appropriate documentation, literature, brochures, and
references. Responses must include the following: name and address of
firm, size of business; average annual revenue for past 3 years and
number of employees; ownership; whether they are large, small, small
disadvantaged, 8 (a)or woman-owned business; number of years in
business; list of customers listing point of contact, address and phone

Respondents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resultant
solicitation for the requirement. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
