B -- OPERATIONAL DEMONSTRATIONS OF A SOFTWARE APPLICATION SOL F41621-99-R-7012 POC David Keith-Contract Specialist-(210) 977-2821x207 or Laura Hawkins-Contracting Officer-(210) 977-2821x201 The Government intends to negotiate a sole source contract, under the authority of FAR 6.302, with Battelle Memorial Institute, for operational demonstrations of a software application to the Air Force Information Warfare Battlelab. under this contract, Battelle will adapt its data correlation and visualization tool, named SPIRE, to correlate and visually summarize large amounts of E-mail data and transcribed faxes. The Government already has free unrestricted use of the SPIRE software, which provides the required fundamental capability for correlation and visualization with minimal modification. The contract deliverables include demonstrations and a final report, to be completed no later than 10 months after contract award. Should offers be received from other than the sole source (Battelle), the Government will consider all costs during the evaluation, including software development, modification, licensing and usage. Award will be made based on the lowest total evaluated cost to the Government, among those offerors able to provide the required technology. Interested parties may identify their interest and capability to respond to the requirement or submit their proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the date of closure will be considedered by the Government. The determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The approximate issue date of the Request for Proposal (RFP) will be 11 February 1999 to: Battelle Memorial Institute, Richland, Washington 99352. Only written, faxed (fax number 210-977-2980), or email (dkeith@668-ls.aia.af.mil) requests received directly from the requestor are acceptable. A DD254 will accompany the RFP. Interested offerors must possess a secret clearance to secure solicitation documentation. Due to the classification of the information foreign entities will not be considered.
