AFB, NE, wishes to locate a vendor to disassemble, remove, and take
ownership of two large mainframe computers, IBM 9021-900 and IBM
9021-720, at the U.S. Strategic Command. A site visit will be held on
16 Feb 99 at 1:00 P.M. for prospective bidders. Due to the nature of
this activity, attendance at the site visit is mandatory if a vendor
wishes to submit a proposal. Parties interested in attending the site
visit shall contact the office below by 10 Feb 99. This visit will take
place at the LeMay Building, Offutt AFB, NE. Inventories and weights of
each of the systems components will be provided at the site visit. The
systems have been serviced to the point that power has been turned off
to all units and the chilled water valves closest to the supply
manifolds have been closed. Please submit proposals to arrive at the
office below not later than COB 1 Mar 99. The contractor must provide
all equipment, labor, and materials to remove and dispose of the
computer systems, and to accomplish the following objectives: 1) Remove
157 disk spindles from the Head Disk Assemblies (HDAs) in the Direct
Access Storage Devices (DASD) and return them to the Government. A
Government employee will observe this removal and subsequently take
possession of the spindles for security reasons. 2) Remove and take
possession and ownership of the IBM 9021-900 and IBM 9021-720 mainframe
computers. 3) Take necessary precautions to ensure no damage is done to
the facility during removal of the equipment. 4) Ensure all areas in
which equipment is removed or moved through are returned to their
original condition, including painting, and replacement of tiles if
necessary. Please Note: Removal of cables from beneath the sub-floor is
not part of this initiative. After the site visit is conducted,
prospective vendors will submit a proposal. This shall include a
technical proposal, along with a price quote. The price quote must be
kept separate from the technical proposal. The technical proposal must
include method of accomplishment of the four numbered objectives,
materials / equipment to be used, a quality control / inspection plan,
and a time schedule for project completion. Evaluation and award will
be made on a lowest price technically acceptable basis. Determination
of technical acceptability will be based on the vendors ability to
meet the four numbered objectives by 14 May 99. The Government desires
the work to begin as soon after 15 Mar 99 as possible, and be complete
