Library of Congress (LOC) intends to negotiate on a sole-source basis
with Cornell University to connect Cornell University's "Making of
America" Collection of 19th Century Journal Literature with the LOC
National Digital Library Program (NDLP). In tandem with this effort,
Cornell University will develop an interoperable, web-based user
interface to ensure compatibility and presentation consistency with the
NDLP. The LOC intends to solicit and negotiate with only one source
under the authority of FAR 6.302-1. Any other persons desiring
consideration are requested to fully identify their interests and
capabilities to fulfill this requirement within fifteen (15) days of
publication of this synopsis to the point of contact above. No
solicitation exists. No telephone requests will be accepted. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
