KOBERLE@OSMRE.GOV. Request for Proposal is for the procurement of
services and/or products for OSM.'s Budget Module development project.
The Budget Module is a computer based application with the capability
to complete budget development, allocation, and execution and provide
management with a full range of informational and analytical reporting
features. The vendor will work with OSM personnel in the design,
development, programming, testing, and implementation phases of this
project. Upon implementation, OSM personnel will primarily be
responsible for maintaining the system. The vendor will specifically
deliver and be responsible for the following items under this contract:
1) all programming and application development required to complete the
Budget Module based on specifications provided by OSM 2) Delivering a
completed Budget Module System that is fully functional based on
specifications provided by OSM. 3) Providing documentation supportive
of the application development software functionality and technical
usage 4) consulting services related to data base administration for
SQL Server relational data base during the project development 5)
providing post implementation technical consulting services on the
completed Budget Module application 6) identifying the technology
(developmental software) to be used in completing the Budget Module 7)
provide OSM with the developmental and application software to be used
in developing the Budget Module if such technology is proprietary and
OSM doesn't already own the technology or can procure the software for
less 8) assist OSM with the installation and implementation of the
application and developmental software, 9) train OSM personnel in the
use of the developmental and reporting tools used in this project, and
10) develop a library of standard reports for reporting budgetary
information. This contract does not include the purchase of relational
data base (RDB) technology or RDB data base engines. Mandatory
requirements for consideration under this procurement are: 1) The
developmental software must be compatible/function with SQL Server RDB
management system for this project and with Ingres RDB management
system for future OSM developmental projects. 2) The developmental
software must have a graphical user interface (GUI) 3) The final
product will include an ad hoc and analytical reporting tool that can
use tables from SQL Server and Ingres relational data bases 4) provide
training during and after system implementation in the Denver
metropolitan area 5) provide response to OSM requests for user support
services on the completed Budget Module and application development
tools within 1 hour of such request 6) security access to the
application data is provided at the user and data element levels 7) the
Budget Module must be accessible via the Internet (WEB enabled) using
Microsoft's Internet Explorer or Netscape Navigator and 8) the system
will be designed as a client-server application using OSM's NT
Server(s) and user personal computers with CPU's of at least 200+ MHZ
with 32 MB RAM and provide an acceptable level of response time in
which all data entry tasks have no noticeable delays and standard
reports production are produced in less than one minute and 8)all
software and applications must be Y2K compliant. The completed Budget
Module will be delivered to OSM in three phases. The Budget Development
component with ad hoc reporting and query tools delivered on June 1,
1999. The Budget Allocation component on July 30, 1999. The Budget
Execution component on August 30, 1999. Licensing for usage of all
software procured under this contract will be for use throughout OSM
including its Denver Offices, Washington, D.C. Office, and OSM regional
and local offices with no restrictions on the number of platforms/CPU's
it can be loaded onto or on the number of users. The completed Budget
Module application delivered to OSM will be the property of OSM. A
pre-proposal presentation will be conducted at OSM's office in Denver
for all interested vendors (date and time to be announced in the RFP).
The anticipated award date for this contract is March 15, 1999. The
RFP will be avialable on or about February 12,1999, copies may be
