The Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement for services to upgrade the European Automated Telecommunications Management Information System (ATMIS) and the existing database to a Year 2000 compliant version utilizing NetPlus 4.0, Solaris 2.6, Studio and Oracle 8. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Due to mission requirements, the contractor must be capable of providing upgrade services to a contractor proprietary software system. The government does not own the proprietary rights to the design of the software being upgraded for this procurement and thus will not pursue full and open competition of the requirements contained herein. Therefore, pursuant to FAR 6.302-1, this requirement will be negotiated on a sole-source basis with the developer of the proprietary software, ACE*COMM Corporation, 704 Quince Orchard Road, Suite 100, Gaithersburg, Maryland 20878. All responsible offerors who believe they have the capability to perform the services describe herein may submit a proposal which shall be considered. Such proposals shall be sent to the email address at the end of this announcement. Paper copies of this combined synopsis/solicitation, supporting addendum and amendments will not be available or issued.
