553-3385. The Space and Naval Warfare Systems Center (SPAWARSYSCEN),
intends to procure engineering and technical support to provide life
cycle support for Tactical Cryptologic Systems (TCS) that are developed
and/or acquired by the Space and Naval Warfare Systems Command.
Specific systems that require life cycle support are AN/SRS-1 (COMBAT
DF), AN/SSQ-108 (OUTBOARD), Royal Navy (OUTBOARD), and Ships Signal
Exploitation Equipment (SSEE). The contract will be for a one (1) year
base period and four (4) option periods of one (1) year each. It is
estimated that 25,540 man-hours will be expended in the base year and
25,540 man-hours will be expended for each option year thereafter. An
indefinite delivery type of contract with cost plus fixed fee pricing
is anticipated. Contractor support will be required in the areas of
field technical assistance, system engineering, maintenance
engineering, training, configuration management, software engineering,
installation support and program management. The specific locationsof
performance of this contract will be specified in the contract
delivery orders. Approximately 10 % of contractor performance will be
on-site at the contractor's local facility to prepare reports and
coordinate activities and approximately 90% of contractor performance
will be off-site. Places of performance will be the contractor's local
facility, on US and Royal Navy ships, US Navy shore commands, shore
training sites, other contractor facilities, Naval bases, and US Navy
and private ship repair facilities. The contractor's facility shall be
located within 1-1/2 hours surface driving time of Space and Warfare
Systems Center (SPAWARSYSCEN) San Diego, CA. Particular emphasis will
be placed on but not limited to the contractor having a highly trained
staff of experts who provide life cycle support for the OUTBOARD and
COMBAT DF systems. All contractor personnel require a SECRET CLEARANCE.
Additionally, a SECRET FACILITY CLEARANCE is required. The solicitation
will be issued on or about 31 March 1999. This notice was previously
