This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Solicitation number 99-Q-017 is issued as a Request for Quotes (RFQ). The Solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-10. This action is a 100% small business set-aside. The SIC Code is 5551 Boat Dealer and boating equipment, and the small business size standard is 5.0 million. All bidders must be within a Ten mile radius of Walkers Point, Kennebunkport Maine in order to be considered as a potential bidder for this service, any bidders outside this area will not be considered. Successful Bidders must provide Service or Maintenance for the boats 7 Days a week 24 Hours a day, with a Maximum 20 minute response time. All items stated below must be restated in your proposals, if all items are not restated in your proposals ypou proposal will be considered non-responsive. Item 0002 -- THREE (3) each $_____________MERCURY MODEL 150CKL EFI OUTBOARD MOTORS, ELECTRIC START SET UP FOR REMOTE OPERATION, 25 INCH SHAFT LENGTHS and ELECTRONIC FUEL INJECTION POWER TRIM/TILT. ITEM 0003: Per Items 0001 and 0002 above, one each 150XL and one each 150CXL motors shall be installed in two Government furnished Rigid Hull Inflatable Zodiac boats. The third 150 CXL motor shall be shipped to Southern Maine Marine Service, Inc., and marked for "For use with Purchase Order 99-1120 with the U.S. Secret Service." THE FOLLOWING ADDITIONAL ITEMS WILL BE INSTALLED. (1) One Dual Binnacle Control, (2) Gauges: 2 Tachometers, 2 Hourmeters and 1 Fuel Guage, (3) Four Control Cables, (4) Two Stainless steel propellers (5) Six Gallons of TCWIII Oil, (6) One Dual engine Key Switch, (7) Miscellaneous Rigging Materials, (8) Two Tach Harnesses, (9) Two,3 Gallon Oil Tanks (10) Two Oil Tank hold down kits, (11) Two Mercury style fuel lines w/bulb, (12) Two Multi Gauge, (13) Two Mercury Steering Adaptors, (14) One Tie Bar, (15) ADDITIONAL REQUIREMENTS: A. Pickup Boat for Installation, B. Rig New Engines, C. Replace all necesassary components listed above, D. Rewire batteries and water test, E. Deliver boat after installation. The intention of the Government is that the installer per item 0003 will acquire and provide all hardware and services per items 0001, 0002, and 0003. Service may be required at any hour of the day or night, seven days per week, during the warranty period. Delivery is required no later than 30 days after receipt of order (ARO). Offerors must include a signed copy of the Representation and Certifications with their offers. The contract specialist will not accept telephone calls requests for copies of the FAR Provisions. The Government intends to award a firm fixed price contract to the responsible offeror whose proposal, conforming to the items listed herein, will be the most price advantageous to the Government. Award will be on an all-or-none basis with respect to the listed items.
