The Branch of electrical Services is requesting consulting services for
the Bureau of Indian affairs, Colorado River Agency to gain a thorough
understanding of arizona and California energy de-regulation effect on
the Colorado River Agency's Electric Distribution system and
generating: ( Scope of Work: Provide an assessment of how energy
deregulation in the staates of arizona and california impact the
operation of the Colorado River Agency electricial generation and
distribution suystem: (1) As Bureau of Indian Affair's owned; (2) As
owned by the Colorado River Indian Tribes. Additionally, certain
specific questions are to be answered: 1. Can Tribal Members who reside
in the town of Parker, AZ on non-tribal land be served energy by the
CRA and what is the impact on the CRA system? Approximately how much
per Kwhwill be paid, including distribution wheeling and ancillary
servicces. 2. can tribal members who reside in the town of Parker, AZ
on non-contiguous tribal land be served energy by the CRA and what is
the impac on the CRA system? 3. Can non-tribal members who reside in
the town of Parker, Az. or elsewhere br served by the CRA and what is
the impacon the CRA system? 4. Approximately how long until the
system's load, assuming serving only customers on the reservation, will
exceed its energy resources? By how much can the system's operators
expect that additional energycosts will exceed the current costs,
including wheeling. deliverables: 1. Written Report to Colorado River
agency detailing the findings of the assessment. 2. Presentation to a
joint meeting of the Bureau of Indian Affairs, and the Colorado River
Indian Tribal Council of the findings of the assessment. This
