The Coast Guard intends to issue a Request for Proposals to MicroSystems Integration, Inc. (MSI), 158 South Broad St, Suite C, Pawcatuck, CT 06379-1925. The contractor shall provide the U.S. Coast Guard Deepwater Capabilities Replacement Analysis Project with continuing Modeling and Simulation services and Performance Analysis services. MSI is the only responsible source known to be able to fulfill these requirements due to their unique combination of experience with specialized CG mission modeling tools spanning 14 mission areas, multiple geographic regions, and multiple threats; and the Deepwater Project's acquisition strategy and supporting tools. The use of any other contractor would result in substantial duplication of costs, which could not be recouped through competition, and unacceptable schedule slips. Any firms believing they can fulfill this requirement without the duplication of costs and schedule slippage shall submit in writing to the above address a statement of your capabilities including a knowledge of the Maritime Operations Simulation (MAROPSIM), Coast Guard operational effectiveness mission scenarios, the Integrated Deepwater System's Modeling and Simulation Master Plan and underlying toolkit, and Coast Guard organization and data sources. Additionally, summarize your knowledge and understanding of the Coast Guard's Deepwater acquisition strategy and previous Coast Guard projects involving the analysis and integration of information from multiple Headquarters Directorates and field units. An indefinite delivery indefinite quantity (IDIQ) contract with firm fixed-price delivery orders is contemplated. The SIC Code 8742 with 5M dollars size standard applies.
