13 -- ADVANCED PLANNING BRIEFING FOR INDUSTRY (APBI) APBI, Level 1 & 11: HQ, IOC will conduct its 1999 Advanced Planning Briefing for Industry (APBI). This seminar is open to industry. It is sponsored by the local chapters of the association of the United States Army (AUSA) and the National Defense Industrial Association (NDIA) and is scheduled to take place 2-3 March 99, at the Holiday Inn in Moline, IL. The agenda will address various challenges, initiatives, and policy changes affecting industry in the new millennium. One of the topics that will be discussed is the Commercial Activity Studies that IOC is conducting at various IOC installations IAW OMB Circular A-76 and applicable regulations. The studies focus on determining the most cost efficient method of performing functions at the installations under study thru a Government vs Industry competition.
