COMMERCE BUSINESS DAILY ISSUE OF JANUARY 28,1999 PSA#2271GOVERNMENT AND INDUSTRY DAY FOR THE AIR FORCE OPERATIONAL REQUIREMENTS
DIRECTORATE'S (AF/XOR) ADVISORY AND ASSISTANCE SERVICE PROCUREMENT Air
Force XOR is sponsoring, in conjunction with the Electronic Systems
Center's (ESC) Advanced Projects Contracts Division (ESC/PKY), a
Government and Industry Day on Thursday, February 18th, 1999, from 8
a.m. to 11:30 a.m. at the Pentagon's Army Auditorium (Room 5A1070). The
purpose of this meeting is to present an overview of the acquisition
and to answer questions/concerns about the Air Force's approach of
using General Services Administration (GSA) Federal Supply Schedule 070
to procure Advisory and Assistance Services to meet the requirements of
AF/XOR's programs and development planning projects in all phases of
the acquisition cycle. Primarily, this support complements the XOR
civilian and military workforce, and the support provided by other
support contractors. Services will be provided by task orders placed
against Blanket Purchase Agreements (BPA) with contractors on the GSA
Federal Supply Schedules (FSS) for Information Technology (IT)
Services. No mission hardware/software development or production is
permitted under this contract. Support to be provided includes a broad
range of system oriented technical services, which will require a
minimum security clearance of Secret (higher levels up to Top
Secret/SCI may also be required). These include development planning
analysis, operations analysis in all operational fields, operational
requirements development, system engineering, configuration and data
management, and financial management. Support may also include the
preparation of technical inputs to acquisition documentation for
systems being acquired by program offices. The primary output of the
contractor's efforts will be analyses, technical reports or other data
deliverables. Additional information will be available to discuss
ongoing reform initiatives, and possibly an unveiling of the Government
web-site for this acquisition, which will facilitate both government
and industry participation in, influence on, and visibility of, the
acquisition process from requirements generation to warfighter use.
This on-line system will provide the capability for constant government
and industry interaction for the purposes of 1) giving industry early
visibility into requirements and opportunities; 2) giving industry the
ability to influence the technical and business solutions of
procurements; 3) giving government users and acquirers visibility and
access to latest technologies and potential solutions to requirements;
4) giving government and industry a constant forum for ideas,
technologies, contract vehicles and information to enhance capability
to the warfighter. Members of GSA and ESC's own Information Technology
Services Program will be on hand to answer questions. Programmatic
