A non-competitive negotiated acquisition, by authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(1) (Only one responsible source and no other supplies or services will satisfy agency requirements), for award of a Firm Fixed Price/Time and Materials type of contract is proposed for the AN/TPQ-36(V)8 Radar Set Kit or Electronic Upgrade (EU), NSN 5840-01-390-0529, (Part Number (P/N) A3203902), Qty = four (4) each plus 200% option for Foreign Military Sales Requirements (one (1) to eight (8) each additional systems). There will also be an additional 200% option for U.S. Army Requirements (one (1) to eight (8) each additional systems). The total maximum number of systems, therefore, on this acquisition will not exceed 20 Radar Set Kits. This acquisition will also include a 200% option for FMS and U.S. Army requirements for associated initial spares, technical support to include on-site field support (one (1) year) and in-house engineering support. All options may be exercised any time up to 90 days prior to last production delivery. Northrop Grumman Corporation, as the sole developer and producer of this AN/TPQ-36(V)8 Radar Set Kit, is the only contractor possessing the expertise and technical knowledge qualifying as a responsible source, however, all responsible sources may submit a proposal which shall be considered by the agency. Delivery for Foreign Military Sales and U.S. Army Requirements: Delivery Schedule for AN/TPQ-36(V)8 Radar Set Kit and Spares: One (1) AN/TPQ-36(V)8 Radar Set Kit, P/N: A3203902 each 240 days after contract; One (1) AN/TPQ-36(V)8 Radar Set Kit, P/N: A3203902 each and the associated spare parts 270 days after contract; One (1) AN/TPQ-36(V)8 Radar Set Kit, P/N: A3203902 each 300 days after contract; One (1) AN/TPQ-36(V)8 Radar Set Kit, P/N: A3203902 each every month thereafter until completion.
