9600 System or equal. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Solicitation Number is
1999C00067 and is issued as a Request for Proposal (RFP). The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The solicitation and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-08. This
procurement is UNRESTRICTED. The Standard Industrial Classification
Code (SIC) is 3826. The small business size standard is no more than
500 employees. DESCRIPTION FOR THE ITEMS REQUIRED: Line Item (1), 90200
BioRobot 9600, dual probe (2 each). Line Item (2), 900530 BioRobot 9600
tip change system (2 each). Line Item (3), 900520 Biorobot 9600 high
speed pipetting system (2 each). Line Item (4), 900532 Biorobot tip
adapter 2.02 (4 each). Line Item (5), 990236 disposable filter tip 300
for BioRobot use (4 each). Line Item (6), 992042 24-well cooling rack
(10 each). Line Item (7), 902040 96-well cooling rack (8 each). Line
Item (8), 1004442 8-well cooling block (2 each). Line Item (9), 1007992
microtiter plate adapter (12 each). Line Item (10), 90590 BioRobot 9600
paging system (2 each). Line Item (11), 990255 disposable tip for
BioRobot (4 each). The Qiagen BioRobot 9600 is a versatile liquid
handling workstation for use in a variety of general laboratory
procedures and purification technologies. Includes applications such as
automated sequencing, PCR and isolation of ultrapure and molecular
grade purities of nucleic acids. System is programmable with Windows 95
based QIAsoftTM software. Totalsystem support includes software,
hardware and Qiagen chemistries from a single source. Validated
protocols for PCR, dye primer and dye terminator sequencing reaction
setup are preprogrammed. Isolates plasmid, cosmid, BAC and M13 as well
as PCR product in either 8-well strip or 96-well format. Can complete
96 DNA preps in approximately 1 hour. DNA purification starts from
cell pellets in 15 ml culture tubes, 24-well or 96-well blocks. Can
accommodate up to ten microtiter plates for liquid handling protocols.
Can use stainless steel probes or carbon-impregnated disposable tips
(filter tip optional) to delivery fluids. Both include the feature of
liquid sensing via capacitance. A probe was station thoroughly washes
the inner an outer surfaces of the stainless steel probes between
contact with different samples. Small stainless steel probe or
disposable tips and associated 500 uL syringe dispense accurate and
reproducible microliter volumes down to 1 uL using system liquid
hydraulics. This allows the system to perform applications such as
preparing sequencing, PCR, genotyping, and restriction digest
reactions. Includes a tip check system which determines if a tip is
securely on its adapter prior to and after fluid is pipetted. Large
stainless steel probe delivers volumes in the range of 25 uL to 2,500
uL using a 2.5 ml syringe. Includes a high speed pipetting system
consisting of a peristaltic pump and solenoid valves to rapidly
distribute large volumes of reagents and buffers through a closed
system. Includes a vortex shaker motor and platform which can be used
to resuspend cell pellets and mix buffers without the risk of shearing
genomic DNA. Shaker can be programmed to run at speeds from 100 -- 800
rpm and shaking direction can be automatically reversed. Accomodates 15
ml tubes or microtiter format vessels. Filtering, binding, washing and
elution of DNA are performed via an on board vacuum manifold. Vacuum
pump pressure is regulated by a microprocessor. Pressure is controlled
from atmospheric pressure (1000 mbar) down to 100mbar. The system
records all steps performed on a message text file. Software program
imports and exports spreadsheet tables and executes table functions.
Reports are generated and printed after a purification of pipetting
protocol is completed. Software includes built in Boolean logic ("If",
"Else") to allow maintaining different options within a protocol.
Paging system is designed to alert user when a protocol is complete.
The contractor shall provide full warranty coverage for the system for
a one-year period after installation. Delivery shall be made FOB
destination within 60 days of contract award. Delivery shall be made to
CDC, Building 17 Loading Dock, 4770 Buford Highway, N.E., Atlanta, GA
30341. Payment terms are 100% upon completion of installation and
demonstration of compliance with specifications. The provision at FAR
52.212-1, Instructions to Offerors -- Commercial Items is applicable
without addenda. The provision at FAR 52.212-2, Evaluation --
Commercial Items is applicable. Technical merit and past performance,
when combined, are significantly more important than cost or price.
Evaluation of technical merit will be based on technical capability of
the item offered to meet the Government requirements. Offerors must
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items. The clause at
52.212-4, Contract Terms and Conditions -- Commercial Items is
applicable. The following additional terms and conditions are included
by addenda: FAR 52.214-34, Submission of Offers in the English
Language (APR 1991); FAR 52.214-35, Submission of Offers in U.S.
Currency (APR 1991); FAR 52.246-17, Warranty of Supplies of a Complex
