Naval Ocenaographic Office has a requirement for The Expendable
Bathythermograph (XBT) Probe, quantity 7,290 each, in accordance with
the following salient characteristics: NSN: 6655-01-269-9619,
Expendable Bathythermograph T-10 Sippican part number 213412-1 or
equal. 1.0 General Description: The expendable bathythermograph (XBT)
probe is used to collect temperature data profiles of the ocean to
various depths (depending on the model) while underway on oceanographic
vessels. 2.0 Operating Characteristics 2.1 Temperature: The T-10 XBT
probe shall provide direct measurement of temperature in water to an
accuracy of (+)(-) 0.15 degrees Celsius. Measurement range of
temperature shall be in the range of (-)2.2 degrees Celsius to +35.6
degrees Celsius. 2.2 Depth: The T-10 XBT probe shall provide an
indirect, computed measurement of depth related to the probe fall rate
through the water column. The probe fall rate shall be such that the
computed depth measurement is accurate to(+)(-) 2% of the actual depth.
Depth range shall be between 100 and 300 meters. 2.3 Underway Speed:
The T-10 XBT probes shall measure temperature and depth to
specifications of paragraphs 2.1 and 2.2 respectively at underway ship
speeds in a range of 0 to 15 knots. 2.4 Compatibility: The XBT probes
shall be compatible with existing LM2A deck mounted probe launchers,
LM3A hand held probe launchers, and LM4A thru-hull launchers. Delivery
to be made FOB destination to Naval Oceanographic Office, Stennis
Space Center, MS within 30 days after date of order. Inspection and
acceptance to be at destination. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotations are being requested and a written solicitation
will not be issued. Quotes on equal product must be accompanied with
descriptive literature which may be submitted via fax to R. Mayeux at
228-689-8392. Failure to submit literature may result in
disqualification. All responsible sources may submit a quotation and
all quotations received by the closing date specified herein shall be
considered by the agency. To be considered the quotations must meet the
agency's requirements as specified in the salient charasteristics. This
solicitation is 100% set aside for small business under SIC 3812,
Search Detection, Navigation, Guidance, Aeronautical and Nautical
Systems, Instruments and Equipment. Size standard of 750 employees. The
purchase order type will be firm fixed price. The following Federal
Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation
(DFAR) Supplement provisions and clauses apply to this solicitation.

Evaluation of Commercial Items, the Government intends to make a single
award to the offeror whose total offer on all items is considered to be
the most advantageous to the Government based on technical compliance
with the specifications and other related factors. Insert: 1.
Technical: Technical compliance of the items being offered to the
specifications contained herein. Offerors are requested to submit with
their quotations adequate item description of products offered
including but not limited to manufacturer name, part number, model
number and any additional technical information/description in
sufficient detail for evaluation of the quotations as to the compliance
with the specification. Documentation may include product literature,
brochures, etc.; 2. Past Performance: Those submitting a quotation in
response to this notice are to provide past performance information
relative to the item quotes, such as past customers, customer order
number, quantities sold, price sold, Point of Contact including phone
number, name of company, of at least three (3) Government and/or
Commercial sources and any other information on past performance in
support of this factor for evaluation deemed applicable. Such as
documentation supporting the offerors committment to customer
satisfaction, the company knowledge and experience, performance record
for products and any other factors deemed relevant to past performance
excellence. 3. Price. The Government will determine the relative
capability of each offeror on the basis of its relative organizational
past performance on directly related or similiar contracts, its
relative understanding of the Government's requirement and demonstrated
ability to provide products meeting the salient characteristics and
specifications conforming to customer satisfaction and requirements.
Technical and past performance, when combined, are equal to price.
Offeror's are reminded to include a completed copy of DFAR 252.225-7000
Buy American Act Balance of Payments Program Certificate. (It is the
responsibility of the contractors submitting a quotation in response to
this notice to obtain, complete and return this information with the
