is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and a
written solicitation will not be issued. The requirement is being
issued as a Request for Quotation (RFQ) DAAD01-99-Q-0004. This order
will be issued under the Simplified Acquisition Procedures (SAP) as a
100% small business set-aside. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-10 (December 1998) and Defense Federal
Acquisition Regulation Supplement (DFARs), 1998 Edition, current to DCN
19990115. The Standard Industrial Classification (SIC) is 3827 with a
size standard of 500 employees. Contractor's quote shall consist of
Contract Line Item Number (CLIN) 0001, Zoom Lens, 13.5 to 750mm,
Fujinon Model C55X13.5 or equal with lens support bracket, lens
controller, power supply and cable. Lens description/specification sets
forth the minimum operational and performance requirements for a zoom
lens to be used with tracking mount video cameras in support of test
projects. The lens must be suitable for use in outdoor desert
conditions including shock and vibration encountered in test range
environments. Specifications include (1) Largest f/stop shall be f/2.1
or larger (larger being, f/2.0, f/1.4 etc.); (2) Range between largest
and smallest f/stops shall be a minimum of three full f/stops; (3) Lens
shall be capable of an MTF value of 100 line pairs per millimeter
(minimum) on axis at 50% contrast throughout the zoom range; (4) Lens
shall have an adjustable aperture ring that can adjust the aperture in
full f/stops; (5) Lens shall produce an image diameter of 25mm or
greater at all settings. There shall be less that 10% variation in
image intensity due to lens design/construction; (6) Lens shall provide
a zoom range of 15mm to 750mm (+/- 10mm). The lens shall come with a
doubler that will double the focal length range to a maximum of 1500mm;
(7) Lens shall be furnished with a C-mount one inch (1"); (8) Lens
shall be capable of sustained operation in temperatures of zero (0) to
50 degrees Centigrade without lens deterioration or image degradation;
(9) Lens shall have remote focus, zoom and iris capability via cable of
at least 20 meters; (10) Physical weight shall not exceed 40 pounds;
(11) Accessories shall come with (a) Control cable, from lens to lens
controller, 20m (nominal length); (b) Lens support bracket; (c) Lens
controller for remotely controlling zoom, focus, and iris; (c) Power
supply for lens and controller and (d) Operations and maintenance
manuals. Quantity 1 Each. All quotes shall be clearly marked with RFQ
number DAAD01-99-Q-0004 and submitted to the Commander, United States
Army Yuma Proving Ground (USAYPG), Office of Contracting, ATTN: Ms.
Lina M. Franks, Building 2100, Room 8, Yuma, Arizona 85365-9106 no
later than 12:00 PM MST, February 8, 1999. Offers that fail to furnish
required representations or information, or reject the terms and
conditions of this solicitation may be excluded from consideration. FAR
provision 52.212-2 "Evaluation-Commercial Items" is not included in
this solicitation. The Government intends to award a contract to the
responsible offeror whose offer conforming to the solicitation will be
the most advantageous to the Government, price and price related
factors considered. All offerors must submit a completed copy of FAR
provision 52.212-3 "Offeror Representations and Certifications" (Oct
1998) with its offer. The following FAR Clauses and Provisions are
incorporated by reference and apply to this acquisition. FAR provision

Commercial Items" (Jan 1999) applies to this acquisition, and
