synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Request for Proposal
Statement of Work: NASA Langley Research Center (LaRC) has been
requested by the Academy of Program and Project Leadership (APPL) to
provide conference/training facilities and support services in the
Hampton Roads area for the Fiscal Year 1999 (May 23-27) and 2000 (April
9-13) for the APPL International Shared Experience Training Session
which will be held from May 23, 1999 (participants will be arriving
between the hours of 1:00 PM to 5:00PM) to May 27, 1999 (the
participants will leave after the noon luncheon session) and from April
9, 2000 (participants will be arriving between the hours of 1:00PM to
5:00 PM) to April 13, 2000 (the participants will leave after the noon
luncheon session). The vendor shall have handicap access to their
sleeping, meeting, eating, recreation areas business center facilities,
a conference center/ballroom area (minimum of 4,000 sq. ft. that can be
divided and has a central electronic control room (to operate/access
satellite connections (up link/down link), recording equipment,
internet connection, video projection system (at least 1000 ANSI
lumen), retraceable screen (at least 20 feet), a on-duty multi-media
technician, has cushion, armed, adjustable, with roller chairs,
telephone links and tables of various size, shapes and a piano. The
vendor shall have at least nine break-out rooms in the location/on the
same floor having internet, satellite, video access and space for 20
participants ( the meeting/training session configuration will be
discuss with the vendor during the month of March, 1999/ January,
2000). The vendor shall have a concierge/executive or equivalent
sleeping and meeting area on their property. The conference/training
areas must be available 24 hours a day (for full day sessions) and 8
hours (for half-day sessions). They must be able to be secured and the
key, lock combination given to the NASA representative. The vendor
shall provide private sleeping rooms for all participants (160). These
sleeping rooms at a minimum should have (double beds, private
bathroom, television and radio, telephone with data port and message
service) for the number of course participants. Refrigerators may be
needed for special need participants (diabetic, kosher, etc.)
Quotation: The vendor shall provide separate quotation within a total
fixed price on a per-person rate, for both residency and day student
(this should take in to consideration the in- and off-season per diem
rate fluctuation), A/V rental costs and support services costs for all
goods and service described herein. The vendor s quotation should
include a description of the facility s location,physical layout,
property amenities (please complete attach list) overall setting, menus
for attendees (must be able to accommodate special dietary requests),
proposed morning evening break refreshments, conference facility
description, and (A/V etc.). The vendor shall state the validity of the
quote rates, advanced notice of reservation, cancellation policies, and
any other pertinent information. Proposal should be returned to LaRC by
FEBRUARY 4, 1999. Award: The resulting purchase order will be awarded
based on: price, location to the Center, guest facilities, and property
amenities (please complete attached list). The provisions and clauses
in the RFQ are those in effect through FAC 97-09. The SIC code and the
small business size standard for this procurement are 7011 and $5m,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. ORDER
FOR LODGING FOR LANGLEYRESEARCH CENTER is required BY MAY 9, 1999 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. Addenda to FAR 52.212-4 are as follows: OMBUDSMAN HAS BEEN
APPOINTED. FAR 52.212-5 is applicable and the following identified

52.222-35; 52.222-36; 52.222-37; 52.225-3; 52.225-18. Questions
regarding this acquisition must be submitted in writing no later than
FEBRUARY 2, 1999. Quotations are due by 4:00 P.M., FEBRUARY 4, 1999, to
the address specified above and to the attention of the Bid Depository.
Selection and award will be made (on an aggregate basis) to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
